Establishment’s Latest Desperate Rand Paul Hoax Explodes In Their Face

“Kidnapping” charge bogus as yet another hyped PR stunt to discredit Kentucky primary winner falls flat on its face

The latest media hoax targeting Kentucky primary winner Rand Paul has exploded in the establishment’s face after a claim that Paul “kidnapped” a woman during a college prank was revealed to be completely mischaracterized, showing once again how desperate the system is to discredit Paul and prevent him from leading a populist revolt against the status quo.

The corporate media has now launched no less than three hyped or outright manufactured “controversies” in an effort to tear down Paul’s popularity in the less than three months since he won the Kentucky primary.

The system is scared stiff of what Paul represents because he is a true constitutionalist with a real chance of winning in October after having brushed aside establishment Republican candidate Trey Grayson back in May.

On the very night of his primary success, the media kicked into high gear and instantly tried to characterize Paul as a hypocrite and a racist elitist simply because he held his victory celebration at a country club.

When this attempt to smear Paul fell flat on its face, the Civil Rights sideshow was ramped up, with MSNBC airing eight different segments totaling 37 minutes with every single guest attacking Rand Paul as a closet racist who wanted to repeal the Civil Rights Act, something which he never said. Indeed, although Paul expressed a nuanced view on the Civil Rights Act, he made it clear that he would not vote to repeal it. This didn’t stop Rachel Maddow and MSNBC from publishing an out of context script in a crass stunt to make it appear as if Paul had answered “yes” to Maddow’s question about whether businesses should have the right not to serve black people.

But with Paul still maintaining a healthy lead over his Democratic rival Jack Conway, the establishment was forced to launch its third absurd smear attack in as many months, by manufacturing a national controversy out of the claims of an anonymous woman who talked to GQ Magazine about a college prank Paul was involved in 30 years ago, alleging that Paul had “kidnapped” the woman and forced her to take drugs.

The hoax was unraveled when the woman later admitted to the Washington Post that she was not kidnapped, she was not forced drugged, and that “the whole thing has been blown out of proportion” because she willingly went along with the prank, which on the face of it
is mild tomfoolery when measured against similar college hazing pranks performed today.

“That characterization of events supports Paul’s claim that, as he told Fox News yesterday, “No, I never was involved with kidnapping. No, I never was involved with forcibly drugging people,” concedes the Post.
“It is satisfying to see the libelous and grossly irresponsible charges of kidnapping completely shot down,” Paul campaign spokesman Jesse Benton told the Post. “It remains puzzling to us why the drive-by media continues to focus on an alleged 30 year old teenage prank when our nation faces high unemployment, a thirteen trillion dollar debt and are threatened with a Cap and Trade national energy tax.”
But that’s not good enough for the Washington Post, who, with the “kidnap” hoax now firmly distinguished, still insist that Paul jokingly telling a college friend 30 years ago to “worship the Aqua Buddha,” is an issue of national importance, even as America enters a third great depression.

Perhaps if rather than engaging in such an apparently horrendous prank as asking someone to smoke pot, Paul had instead lied naked in a coffin masterbating while kissing skulls and screaming as people like George W. Bush and John Kerry did at Yale for their Skull and Bones initiation, then the mainstream media wouldn’t have made such a big deal out of it.
Barely a week goes by within which Tea Party candidates, their supporters, or conservative media outlets are not the target of a manufactured smear, an attempted set-up, or another fabricated hoax, enthusiastically peddled by the corporate media ad infinitum.
This latest Rand Paul hoax arrives on the back of Obama campaign volunteer and long term Democratic operative Tyler Collins attempting to portray Paul’s supporters as racists by dressing up in a tin-foil hat and adopting a slack-jawed accent while carrying signs opposing illegal immigration.
The provocateur was caught out by an attendee at the Fancy Farm political celebration in Kentucky who claimed he saw the man speaking with supporters and campaign officials of Paul’s opponent for the Kentucky Senate, Jack Conway, shortly before making his way into the crowds. Collins was later seen marching with fellow Conway supporters.
The Louisville Courier Journal even used footage of the man, portraying him as a legitimate Rand Paul supporter, in a video report about the event.
Another hoax revolved around what is one of the biggest platforms for anti-establishment candidates, the Drudge Report website, which back in March was falsely accused by Senate Democrats of serving malware viruses to its visitors, which in fact were coming from third party ad scripts. The New York Times and many other websites have inadvertently infected visitors with Malware viruses, but Democrats in the Senate seemed only interested in linking the viruses to Drudge in an effort to prevent people from visiting the website.
Sen. Jim Inhofe (R.-Okla.), dismissed the flap as an overhyped ploy to stop Senate staff from reading Drudge, “Because Drudge comes out with really good stuff and we want them to access the Drudge Report. We’re on the Drudge Report about half the time.”
Given the establishment left’s ceaseless attempts to frame Tea Party activists, and particularly Rand Paul, who is seen by many as the true voice of the Tea Party, expect to see many more dirty tricks and brazen hoaxes pulled before the midterm elections.
The corporate media has proven itself to be morally bankrupt in vigorously peddling hoax after hoax in an attempt to shoot down Ron Paul’s campaign. They are doing so not because any of the manufactured controversies hold any merit or importance, but because Paul’s grass roots candidacy represents a fundamental threat to the status quo in Washington.
Paul needs to file libel and slander lawsuits to send a message that more hoaxes, stunts, and set-ups will not be tolerated.
In the interests of time-saving, we’ve gone to the trouble of offering a selection of controversies which we made up out of thin air that the establishment can select from next time they attempt to smear Rand Paul.
- Rand Paul was the gunman behind the grassy knoll who shot JFK.
- Rand Paul convinced LeBron James to leave the Cleveland Cavaliers.
- Rand Paul was responsible for blowing up the BP oil well.
- Rand Paul, and not Yoko Ono, caused the Beatles to break up.
- Rand Paul is an 18 million year old space reptoid from the planet pop tart.
Although some of the above facts may sound a little far fetched, we were assured that they were true by an “anonymous source,” so we are now going to seriously debate how this will affect Paul’s Senatorial campaign for a good week or two, before quietly admitting that it’s all nonsense – but only after the mud has stuck of course.

Secrets of the Wizard of Oz and our current economic crisis

The Wonderful Wizard of Oz is a modern fairy tale published in 1900, that was written by Frank Baum who loved editorial cartoons from the newspaper. He used the universal symbols of his day to create a contemporary fable that explains our own financial crisis.

Hurricanes (socio-economic upheaval like now), the Tin Man (working stiffs dependent on oil), the strawman (farmers), the Lion (populist leader), the wizard (the pinhead "in charge"), the Wicked Witch of the East (Wall Street banks), the Wicked Witch of the West (big oil & business) are but a few of the symbols Baum used from his imagination and the newspapers to create a fantasy where an American child could go into and fix the world of finance (Oz) that is causing her aunt and uncle such worry in the real world ("Main Street" or "Kansas"). Dorothy does this amazing thing by changing the way money is made. She kills the Wicked Witch of the East and takes her shoes. In the book the shoes are silver (money) and ruby in the movie for technicolor. The original is better.

If killing the witch seems extreme, in the context of American political cartoons it is not. The banking plutocrats were often depicted as vipers (in top hats) battling Andrew Jackson or populist heroes like him. ["The bank," Jackson told his vice president, "is trying to kill me, but I will kill it!,"--this captures the sentiment towards banks.] The vipers becames witches in Baum's fantasy of Oz.

Dorothy unmasks the wizard and helps him retire. This overthrow isn't violent. Our own system can be taken back on the back of the principles instituted after the original Revolutionary War. Nor does she kill the witches sadistically or even volitionally. White collar thieves are better "killed" with liquidation which is what "I'mm melting!" "I'm melting!" was all about.

Irish Americans have special access to the hidden meaning of the Wizard of Oz. Baum tells us the wizard's full name includes the first-name "Phadrig," Irish for Patrick. Irish Americans were central protagonists and pawns--on all sides--in the beginning of what is our modern oil-driven epoch that began around when Oz was written. By understanding our history and the foundations of our epoch, we can sort out the perrenial tricks that the establishment use to confuse, and thereby to steal our nations' wealth.

Frank Baum tells us in Dorothy and the Wizard in Oz that the The Wizard's full real name is Oscar Zoroaster (OZ) Phadrig Isaac Norman Henkel Emmannuel Ambroise Diggs or O.Z.P.I.N.H.E.A.D. for short. The name reveals how the wizard who uses charms and fears and trickery and magesterium to keep the people working like little elves, also wears the mask of immortal heroic leaders. The Wizard is the shining knight (Norman), the corporate saleman (Henkel), the messiah(Emmanuel/Jesus), the father who would sacrifice his son for God (Isaac), the knickerbocker (Ambroise), the tycoon (digger). We are to learn, the fable teaches, to see through this wizard and discover our own heart, our own mind, our own courage as the allegorical figures Tin Man, Scarecrow and Cowardly Lion must do. With that selfhood, we can figure out how money and power should be regulated by elected government--not by unelected and secretive bankers--for the good of society and freedom of its citizens.

Phádrig is the shepherd of the Irish often invoked by men seeking Irish votes, using Irish charms in the phenomenon of urban Irish political machines. Tammany Hall in New York and other such machines were in Baum's day engines that had created in America, The Emerald City--a fusion of Emerald Isle romance and urban American opportunity: the mosaics of New York subway, the skyscraper spanning the East River between Brooklyn and Manhattan, the Emerald City and its leprechaun-like wizard were metaphors for that maligned ethnic institution of early democracy that fought to create an American middle class out of Dickensian poverty.

Baum warns us that politicians will strip the mask of Patrick, as they do Jesus and the Texas cowboy and the Crusading knight, and wear this version of manly leadership to usher his flock to ends they will come to regret and should have predicted. The Irish politician in America will end up serving the plutocrats (as O'Reilly does Murdoch), and helping real authority--the witches.
The witch will send plagues of flying monkeys and all sorts of hells against Dorothy and citizens like her trying to put power back into the hands or on the silver-clad feet of the people.

In the movie the Wizard's name is kept secret, and much of the allegory Baum created in the book was changed and obscured by Hollywood forty years later and much more so nowadays as the allegory's power is being discovered again and attempts to obscure it are being reknewed. In the book, the face of authority is a heroic mask (O.Z.P.I.N.H.E.A.D.) hiding a cute pip-squeak, such as Bill O'Reilly reveals himself to be in our own day. O'Reilly is a servant, just like the wizard, a shepherd for those that would follow the Phadrig hero archetype in the American soul.

The Wizard of Oz in Baum's book is a changeling, sometimes a Giant head (Big Brother would be depicted by Orwell this way); sometimes a fireball (authority takes this form to shock and awe); sometimes a beautiful fairy--because the servant of authority is a changeling, a shape-shifter. OZ means "Oscar," from Celtic (Gaelic Irish) mythology popular among the ruling elites as a cover to wear like romantic costume, "Zoraster" from the occult a favorite religious passtime among the bored and super-rich, and "Oz," as in ounce, the unit of measurement associated with gold. Gold seems to contain the majestic romance and the sinister mystery associated with royalty, and Baum's Oz incorporates these aspects in the Hermes or leprechaun-like wizard of Oz who gives American urban power its magic. The Emerald City is a nod to the success of Irish America in translating Emerald Isle kitsch onto the streets of New York. The wizard represents the political power of society, which in America had become Irish-styled for a time, and now on Saint Patrick's Day and when a politician invokes JFK or talks to auto-workers or makes a kind but stinging quip to thwart an enemy worthy of Tip O'Neill or Ted Kennedy and Ronald Reagan too--not to mention that Chicago pol, Barack O'Bama (who paid-off the bankers in bailouts).

In order to get the people to follow the leader, the leader must exude qualities of heroism that can then be manipulated to lead people over cliffs. In economics this meant electing a politician that puts forward a gold standard and sinks everyone into desperation except the few who own gold. "16 to 1" or sixteen ounces of silver to one ounce of gold was a popular slogan in the day to get across the problem: gold is too scarce and gives the rich aristocratic rule, silver is more plentiful and more democratic while still keeping inflation checked. The problem was thought of in terms of metal in those days, and as our paper money become de-valued, the problem is arising anew.

Lincoln's greenback solution, the generation before Baum's, was to issue paper money without borrowing from the banks and without a metallic standard also. This is different from our paper money which is borrowed. Lincoln was prohibited from borrowing. He was shot amidst debates about returning us to debt-owed money after he won the war on credit-based money. We have been using debt-based currency since 1913, after much fighting to try and keep Lincoln's greenback in circulation.

Kennedy resurrected silver-backed money just before he was shot. The history of money is fascinating, and has a bit of detail, like Catholic history, to keep the laymen confused--financial jargon is a Latin in that way. Cutting out the Federal Reserve and printing red-sealed greenbacks one last time was Kennedy's last great gift to the American people. The United States Note, silver money and the greenbacks no longer exist in the USA and were replaced with borrowed "federal" reserved notes--which are currently imploding as they do. The treasury only prints the notes, the mysterium that owns "The Fed" actually owns the notes, ridiculously renting them to the people of the United States, as Central Banks loan currency to nations everywhere. The system is rotten. Baum's fairy tale explains why and offers a fix-it.

The populist movement took place in that post-Civil War period, when the post-Famine Irish were becoming (Irish) Americans and populating the mid-west, discovering loads of silver and sometimes gold, which they would end up having confiscated from their descendants by government decree amidst yet another debt-based Depression. They were laborers and farmers, up against the banking interests of the East like JP Morgan, and the robber barons like Rockefeller, racing to monopolize the west from competitive aspiring class interests periodically starved of national currency, horded by the rich to maintain their power. The common people laboring soul-lessly (without a heart) in factories (tin men) and on farms (scarecrows doubting their own intelligence) were coming together not to follow the cowardly lion (the populist leader), but to follow Dorothy whose silver slippers let her go anywhere, even to the Emerald City, and behind the curtain there, where she will learn the wizard's secret of power.

Dorothy is like Alice in Wonderland, but a feminist, and stronger, like an Irish girl (Gale is her family name). She's something like Orphan Annie, Mother Jones and roll up your sleeves Rosie. Baum's wife, Maud Gage, was very strong, and it is to her the book is dedicated. She kept things together in their life. Matilda, his beloved mother-in-law was a reknowned women's liberationist. In them, we know, his progressive politics were secure despite threats to his livelihood forcing him to create a more confusing public record of political stances. His own career of waffling and conflicting poltics is analogous to the cowardly lion, and to William Jennings Bryan in a way who lost the election to William McKinley and really needs someone like Dorothy to lead the leader. Incidentally, that does not mean Sarah Palin, though try as the Republicans might to tap into this great American female archetype of leadership, as they successfully stripped Phadrig from JFK for Reagan to act out in.

The Wizard of Oz represents the mystery of power, but specifically power based on politics in the city. The wizard exists within a much larger power environment (city within the nation) ruled by the witches (east and west) who have sway over metaphysical powers like money, and economic power. The wizard guards his secret of Oz, his secret of gold, but he does not wear the golden cap, the witch does, as she tries to wear the silver shoes except for Gale's revolution when their house landed on the witch beyond the rainbow. Dorothy is a yankee at Arthur's Court, she's Mr. Smith Goes to Washington. In the witch's death, she's storming the fantasy of power, and overthrowing it, to which the Munchkins, the little people, rechoice. The Wizard is less sinister, having stumbled upon his role it seems. He is not the all-authority, he exists within an authority ruled by witches as our own politicians are surrounded by a Praetorian guard owned by the establishment.

The wizard is transported home in a bubble of silken green, referring perhaps unfairly to Lincoln's greenbacks that were not backed by metal. Dorothy gets home in her silver shoes, because they can get her anywhere. The allusions to a bubble of green of different shades (denominations) some in a bag (of money) is common political cartoon parlance for inflation, and Baum is busy trying to present sound allegories for our times to sort through the economic arguments about the best way to print money in a society and keep it in check from over-inflation, without ending the middle class by making money too golden and exclusive. The chapter illustration from the book shows the inflation balloon going up in the air with the money man, (monopoly man in top hat) holding a bag of green strips of silk ("money").

Today, money is becoming worthless inflated paper. Gold is back in the news for a reason. The old debate is back on what to do about money. The debate was alive and well in John F.Kennedy's day, and his issuance of silver-backed money--the "United States Note" was his way to counter the monopoly money we use called the "Federal Reserve Note." The red seal (ruby slippers fits nicely, coincidentally) on the bill indicates it is redeemable in silver; and much more importantly, that it is not just printed by the Treasury but owned by it. Our money (the red seal gone) is "Federal Reserve Notes" is printed by the Treasury but owned by the Fed, so the Treasury is renting our money at interest, and must pay it back with similar debt-notes, with interest. This is the inescapable debt-cycle a tiny few rich people use to rule the rest of us--national debt and taxes. The American Revolution happened in response to taxes and London's ending Colonial Scrip, a type of money based on credit not debt--a key fact we don't learn in our textbooks.

It was common for political cartoonists to represent socio-economic upheaval with a hurricane. Dorothy's Kansas was in dire straits as is the country again today. The vortex sweeping a Kansas farmer's house up and down as in a bubble of air as Baum describes it represents the volatility of the markets, housing markets, mortgages and all the evictions and homelessness that comes with these economic upheavals. When the house finally comes down, it lands on the Wicked Witch of the East.

The Wicked Witch of the East is seen in the movie only as the feet of a corpse under the farm-house. She is wearing ruby slippers in the movie, and silver slippers in the book. The silver slippers are then taken from the witch, and Dorothy wears them, allowing her to go anywhere she wants, as silver-backed money, or better yet, greenback money, will give a nation debt-free money to grow and prosper. The hurricane represents a kind of successful social revolution that leaves the banking interests dead or without the power to own society's money, and Dorothy returns the power of banking to the people who can use the bi-metallic standard (gold and silver) to return to security.

Dorothy's trip down the gold road in silver slippers is a metaphor for the bi-metallic standard which at that time used precious metals to measure national money, and keep it from getting inflated, while keeping it plentiful enough so that "everyone" has some according to their productivity in an entrepreneurial economy. Under a strict gold standard, only the aristocratic few who are lucky enough to have gold, rule with it by loaning it out when they please through front organizations like the "federal" reserve. Silver is more plentiful, and was favored by democratic revolutionaries because it kept lots of money in circulation, but not so much that it was worthless. Paul Revere, the famous revolutionary of the American revolution was a silver smith.

The parallels with today are urgent. The banks own the corporations that tell us in the news that it's ok to bailout banks and empower them to order our society any further. Baum's is a fable that gets to the heart of banking power, and takes the populist stance in favor of liquidity for all in society--that nations need not borrow.

In Baum's day, the hated villain, the monopoly man stealing the nation's wealth to enrich himself, was the owner of Standard Oil (now Exxon)--Rockefeller. Rockefeller is the Wicked Witch of the West, expanding in to the American frontier, using all kinds of tricks to uproot people like the Gales from the land. There wasn't enough money in circulation for people to survive the "austerity measures" of the day. Foreclosures and crashing markets make everything delightfully cheap for monopolists to scoop up and hide in a million post-mortem foundation fronts. Rockefeller was able to buy-up everything in America, because he had no competition--the little guy--the Munchkins--couldn't make their own money--the Wicked Witch of the East had the silver slippers, control of the people's money supply. That is, until Dorothy Gale, and that is why the heroine is such a threat to the horders of national wealth.

The slippers or silver shoes are "real." In 1933, the United States government literally confiscated every citizen's private stash of gold to pay off the bankers to ease the Depression. Citizens were promised access to silver certificates, money that could be redeemed for metal. Many of the Irish American fortunes that were made in the west in gold strikes were devastated, clipping the wings of vast sections of entrepreneurial Irish American prosperity as with every other group of Americans aspiring to compete with the plutocrats.

In a revolutionary fantasy, Dorothy awakes in the land of Oz, the liberator of the Munchkins, because her house has landed on the Wicked Witch of the East who controlled money in the form of the silver slippers and the gold cap--Baum's economic symbols are innumerable across his books, but the basic messages for sound money are clear. When Dorothy puts the silver slippers on her feet, she walks bi-metalically into the heart of social power, to unmask the wizard. Silver and gold (the bi-metal standard) means that money is both liquid because silver is plentiful, but measured because it is fixed to a finite metal. She will then go on to fight the monopolist Wicked Witch of the West who uses her Gold-cap power to threaten Dorothy's security with a whole series of plagues including flying monkeys. But Dorothy is a fighter and will win by retaining her silver shoes, and throwing liquidity or water into the hording witch's face. We suffer wars, terrorists, plagues and locusts while our money collapses, in order that it can collapse, because if we were not so distracted we would have time to figure these annoying (banker obfuscated) nuances out.

The Munchkins put it this way: "Ding-Dong! The Witch Is Dead." In reality, brief periods of liberty are interrupted by war and economic crashes orchestrated by the very-much living witches that rule our faith-in-economy.

When some cowardly lion actually wins and sets the American Republic (as all Republics should do) back on the course of economic freedom, that kind of leader is repeatedly assassinated.

That's why we must hope there is an economic awakening among working folk like the Gale family in Kansas, who will decide to make economic freedom the unifying cause. It's all about the money and not about stupid culture wars that mean nothing if we're living in our overlords' Depression, under the witch's Oppression. Everyday people have to go into the Emerald City, confront the emperor with no clothes, and take back for America the power of a country to own its own money rather than have to borrow it as we do now from a secretive (unaudited) cabal ("the Fed", the "IMF", Goldman Sachs, the big banks) of witches and their distracting servants (Bill O'Reilly and other fake hero patriot pinheads we see on TV)--the many many wizards of Oz.

Exclusive: Rand Paul's accuser clarifies "kidnapping"

The woman who sparked a national firestorm by recounting Rand Paul's
youthful indiscretions to GQ magazine is now clarifying her account: She says she was not kidnapped nor forced to do drugs by Paul.

But she reiterated other odd aspects of her earlier story, including her claim that Paul and another college friend blindfolded her, tied her up, and told her to smoke pot and worship the "Aqua Buddha," even if they didn't physically force her to do these things.

The woman -- who was made available to me for an interview by GQ reporter Jason Zengerle in response to the Paul campaign's denunciations of his article -- said she didn't mean to imply that she was kidnapped "in a legal sense."

"The whole thing has been blown out of proportion," she told me. "They didn't force me, they didn't make me. They were creating this drama: `We're messing with you.'"

The woman said that much of the subsequent coverage of her allegations missed a key nuance: As a participant in a college ritual, where lines between acquiescence and victimization are often blurry, she was largely playing along with the notion that she was being forced to follow Paul's orders.

Without evidence, the "kidnapping" tale is an example of what media consumers should automatically disbelieve

So Rand Paul felt obliged to deny an accusation that he kidnapped a Baylor University swim teammate and forced her to smoke dope.

I believe him. I believed him before he said he didn't do it.

Why? Because the accusation is about something that allegedly happened some 27 years ago, and his accuser is staying anonymous. Sadly, GQ magazine -- which published an otherwise interesting (and better-sourced) account of Paul's, uh, socially active college years -- went with this tale.

Even more sadly, the state of American media is such that the accusation has made its way into the mainstream. Bloggers and traditional journalists alike have quoted the GQ piece and given it credence it absolutely hasn't earned. Anonymous sources deserve no credibility unless they provide evidence.

I hope Paul wins in November, because I find his politics refreshing and enlightening in many ways.

The World Health Organization says the swine flu pandemic is now over.

Swine flu has killed more than 18,000 people and affected more than 2,200 countries since it emerged in April last year.

The new virus spread swiftly worldwide, despite drastic measures including a week long shutdown in Mexico.

The UN organisation says the H1N1 flu virus has run its course and reached seasonal flu level.
WHO director general Margaret Chan says "the world is no longer in phase six of the pandemic alert. We are now moving into the post-pandemic period," she said.
Vaccines for regular seasonal influenza viruses now incorporate protection against swine flu, and the WHO insists on the merits of flu jabs.
The world remains on phase three of the flu alert scale for the less infectious but deadlier H5N1 bird flu.

As we exposed in the Obama Deception, the manufactured populist euphoria behind the crowing of Soetoro was always likely to rapidly deflate once it became apparent that Obama was the ultimate puppet, a vacuous servant of the bankers and the elite to whom he owes his entire political dynasty.
Having A Supply Of Healthy Foods That Last Just Makes Sense
Just 41 per cent approved of the way Obama was handling the job in a recent USA TODAY/Gallup Poll, the lowest figure since Soetoro took office in January 2009.
For someone whose political career is so obviously sinking out of sight, Obama seems remarkably relaxed about it, an ominous portend that the people who pull his strings have lined up a helpful pre-election surprise as a means of rallying the American people back around their fallen commander in chief.
On one side of the scale, some are speculating that Obama could announce a gigantic bailout of Main Street in the form of debt relief for millions of Americans whose homes are now worth more than their mortgages. This promised giveaway would likely reinvigorate support for Obama from the millions of gullible idiots who voted for him in the first place while proclaiming that all their problems would be solved by a Christ-like Obama who would pay their mortgage and gas bills.

Of course, the rhetoric behind any such giveaway would be fantastic enough to buy votes in the short term, but the reality behind such a program would soon disintegrate in the aftermath of the midterms.
However, on the extreme end of the scale some are warning, or even advocating, that Obama will launch an attack on Iran and risk setting off world war three as a ploy through which to keep himself in power. Just as the 9/11 attack saw Bush’s approval ratings soar into the 90’s, rallying Americans around an external threat could be just the ticket for an administration that has completely polarized the country and whose actions have led to the creation of fierce political opposition groups like the Tea Party.
There can be little doubt that unless an artificially engineered “surprise event” helps Obama turn things around, the losses for the Democrats will be drastic.
As Bruce Drake points out today, “The party that controls the White House usually loses House seats in the off-year contests and the losses are bigger when the President’s job approval rating is below 50 percent.”
In 1994, when President Bill Clinton’s approval rating stood at 46 per cent, Republicans picked up 53 seats to recapture the House after it had been in Democratic hands for most of the previous 40 years.
The next three months will provide a clear answer as to whether Barry Soetoro’s teleprompter reading days are over, or if there is to be a dramatic sting in the tail that will preserve Obama’s political capital for just enough longer to give him a shot at staying in the White House for another term.

Jonah Lehrer: I was working as a technician in a neuroscience lab, Eric Kandel's. And it slowly dawned on me that I [am] a terrible scientist. The post-doc I worked for, who remains one of my closest friends, used to always joke—although he really wasn't joking—that I excelled at experimental failure, that I found new ways of making experiments not work. Which section of the brain anatomy is responsible for the flaw that causes some relatively intelligent individuals to imagine that every other person is of inferior intelligence? Is it in the general area of the brain that makes some imagine they can accurately mass diagnose not only mental aberration but actual pathology based upon cursory reviews of unproven theory bolstered by an incredible megalomania brought on by an overinflated opinion of their own intellectual capacity?

As you are aware, individuals with superior intelligence usually find it quite easy gauge other inferior intellects. As this level approaches their own it becomes much more difficult. Unfortunately in your case although you have a substantial intellect it is by no means particularly impressive. You are quite young and as such your arrogance is
is magnified by youthful exuberance. Pico della Mirandola syndrome.

Although it is entertaining to follow your escapades you would do well to temper your intellectual arrogance as I can certainly assure you that there are others in this world much more intelligent than you.

You could use a little work on your rhetoric. The religion of psychology similar to other religious beliefs such as those espoused by Galton and Darwin, which ultimately drive these sort of debates over the promotion of national socialism and the science state, are merely an aberration of intellectual mediocrity.

To deny that capital is partnership with government and uses science to pursue their dream of ultimate power is disingenuous. To attack an individual such as Alex Jones in the manner you have is similar to theorizing and speculating about conducting war compared to the reality of pursuing it on the front lines. I am certain that in spite of your hubris, you would not be anyone’s first pick as a brother in the trenches. This is a fundamental weakness in the governance of your intellectual capacity which although slightly superior than average is still very minor league.

The haughty demeanor you have adopted is nauseating to all honest men of lesser and far greater intelligence than you posses. The intellectual peacock who spreads his tail feathers in the hope that the eagle will take note and approve. Your entire IQ is merely a snack compared to the true banquet enjoyed by genuine intellects, and all of the fancy certificates you can gather will never alter this state of affairs. You are an excellent candidate for “smart pills” but sadly even a 20% improvement in capacity would still leave you well short of the major leagues.

Your true insecurity is very much on display for those who can see it. Indulging in intellectual punksterism will not save you from that growing sense of inadequacy and fear of losing your edge, youth and ultimately your grip on the fantasy that you are intellectually significant."

(www.Borganic.org) Trace amounts of lithium in drinking water may reduce a population's suicide rates, according to an analysis conducted by researchers from the universities of Oita and Hiroshima, Japan, and published in the British Journal of Psychiatry.

But mental health advocates warned against adopting plans to add the element to public drinking water supplies, as in controversial water fluoridation programs.

Lithium is a naturally occurring element that has long been used for the treatment of bipolar disorder. Unlike conventional antidepressants, lithium stabilizes moods at both extremes of the spectrum -- depression and mania. Research conducted on data collected in the 1980s has previously suggested that communities with higher concentrations of lithium in their tap water might have lower suicide rates than communities with lower levels.

To follow up on this research, scientists measured the levels of lithium in the drinking water of 18 different municipalities in the Japanese prefecture of Oita, finding concentrations ranging from 0.7 to 59 micrograms per liter. They then compared these numbers with the suicide rates in each community.

The researchers found that suicide rates were lowest in municipalities with the highest concentrations of lithium in the water.

"Our study suggests that very low levels of lithium in drinking water can lower the risk of suicide," the researchers wrote. "Very low levels may possess an antisuicidal effect."

Sophie Corlett of the mental health nonprofit Mind greeted the findings with caution.

"We already know that lithium can act as a powerful mood stabilizer for people with bipolar disorder, and treating people with lithium is also associated with lower suicide rates," she said. "However, lithium also has significant and an unpleasant side effects in higher doses, and can be toxic. Any suggestion that it should be added, even in tiny amounts, to drinking water should be treated with caution and researched very thoroughly."

There is a very small difference between a clinical and a toxic dose of lithium.

Wired Magazine writer Jonah Lehrer claims his critics are engaging in “cognitive dissonance,” by expressing concern about experimental vaccines, which in fact is the perfect description for Lehrer’s own behavior.

Wired Magazine writer Jonah Lehrer attempts to offset the overwhelmingly critical response to his attack on Alex Jones by characterizing skepticism of authority in the context of vaccines and mass medication as a psychological dysfunction, despite the fact that the history of government-funded medical research in the
United States is replete with examples of scientific abuse against unwitting victims.

Lehrer fires another salvo in the controversy surrounding brain-altering vaccines that eliminate stress and induce artificial states of “focused calm” by portraying those who are concerned about the potential abuse of such treatments as paranoid cult members who believe in space aliens coming to rescue them from an imminent apocalypse.

Unable to properly address Alex Jones’ video journal about the dangers of mind-altering vaccines point by point, Lehrer resorts instead to retelling a completely unrelated story from the 1950′s about a woman in Minneapolis who thought a giant spaceship would rescue her from the end of the world.

According to Lehrer, people who are concerned about fluoridated drinking water and the New World Order, in other words, anyone who expresses consternation about what they are putting in their own body or what powerful people are planning to do with the planet, are mentally disturbed cult members who are victims of cognitive dissonance.

Of course, Lehrer’s tactic of labeling of those who disagree with him in pointing out that there are very real proposals to mass medicate the water supply with lithium, in addition to the already prevalent neurotoxin sodium fluoride, with a psychological dysfunction, could just as easily be applied to Lehrer himself.

The acid test on who is engaging in cognitive dissonance and ‘doubling down’ on their beliefs even in light of conflicting evidence, be it Lehrer or the “conspiracy theorists,” has to come down to the basic facts.

It’s a fact that Lehrer’s own fellow Oxford luminary Julian Savulescu, in a 2008 white paper, called for populations to be mass-medicated through pharmacological ‘cognitive enhancements’ added to the water supply.

It’s a fact that Professor Allan Young of Vancouver’s Institute for Mental Health told the BBC that “Large-scale trials involving the addition of lithium to drinking water supplies may…be feasible,” following claims that lithium led to a reduction in the number of suicides in Japan and helped to alleviate “mood disorders”.

It’s a fact that Barack Obama’s top science czar John P. Holdren advocated in his own textbook Ecoscience that a “planetary regime” should employ a “global police force” to enforce totalitarian measures of population control, including forced abortions, mass sterilization programs conducted via the food and water supply.
These facts are not a product of some spurious Internet link found on Google, as Lehrer spins it, nor do they have anything to do with alien spaceships or the apocalypse, they were either written or said directly by the individuals themselves.

In Lehrer’s first article on the subject, he wrote that people who expressed concern about proposals to put lithium as well as sterilants in the water supply were trafficking in “idiotic conspiracy theories”.
Lehrer’s knee jerk denial of these manifestly provable facts that he derides as “idiotic conspiracy theories” is proof positive that it’s Lehrer himself, and not the conspiracy theorists, who is engaging in cognitive dissonance and “doubling down” on his beliefs even in light of conflicting evidence.
Lehrer’s behavior is a classic case of cognitive dissonance – when presented with the fact that proposals are in place to mass medicate the water supply, he continues to spin yarns about space aliens from the 50′s while defending his belief system with sophomoric name-calling and discredited stereotypes which attempt to label anyone who disagrees with him as mentally unstable.

Given the multi-decade documented history of the United States government using its own population as unwitting guinea pigs for the most abhorrent scientific experiments and trials, to deny that such plots could be hatched today is the height of cognitive disson
ance.
Lehrer’s argument frames skepticism of authority in the context of vaccines and health care as a mental disorder, a trait of people who are susceptible to cults, people who believe in space aliens and the apocalypse.
In fact, skepticism of authority in the context of health care is the most rational and intellectual mind set one could possibly embrace.

If victims of the infamous Tuskegee syphilis study, conducted by the U.S. Public Health Service between 1932 and 1972, had ignored the advice of the doctors they had been told to trust and sought proper medical treatment, they could have saved their own lives as well as those of future generations who were born with congenital syphilis as a consequence of the U.S. health authorities deliberately withholding treatment.

If victims of Project SHAD, unwilling and uninformed participants in a Department of Defense program that deliberately exposed them to chemical and biological weapons like VX and Sarin nerve gas, had not trusted their superiors then they could have avoided lifelong debilitating diseases and premature deaths.

If parents of mentally disabled children at the Willowbrook State School in Staten Island, New York, had not trusted Saul Krugman of New York University, who told them that their children were being enrolled for helpful “vaccinations” when in fact that were being deliberately infected with viral hepatitis, then more heartache could have been spared.

If people had expressed more concern at the time about radiation experiments which led to government scientists, “Feeding radioactive food to mentally disabled children or conscientious objectors, inserting radium rods into the noses of school children, deliberately releasing radioactive chemicals over U.S. and Canadian cities, measuring the health effects of radioactive fallout from nuclear bomb tests, injecting pregnant women and babies with radioactive chemicals, and irradiating the testicles of prison inmates,” would this have been a healthy form of skepticism to adopt?

The list is endless – the history of human experimentation performed by government scientists on unwitting victims reinforces the fact that expressing concern about experimental vaccinations that promise to induce a state of “focused calm” is not to engage in delusions of paranoia or cognitive dissonance, as Lehrer characterizes it, it’s a healthy and informed response to the multi-generational record of scientific abuse of health care research in the United States.

David de Rothschild shilled for the Copenhagen climate summit and stumped for his ‘earth saving’ plastiki boat that runs on human feces fuel. He has boldly advocated carbon taxes that his family’s carbon exchange firm would benefit directly from. He has even gone so far in the name of arguing for phony global warming as to claim that icecaps melt on Mars because the planet is closer to the Sun than Earth.

Now David de Rothschild is even taking on crowds and talking to ordinary people to redeem support for phony climate change legislation. At one moment in the video, he attempts to explain away the impact of Climategate in his presentation. Rothschild claims he appreciates the ‘skepticism’ of the public over global warming, but calls it a “futile debate,” arguing that other environmental factors still demand our action… and carbon policing laws.

The 90+ thousand documents released to the mainstream media from WIKILEAKS seem suspicious. Suspicious, as in, how the mainstream media is spinning this information.

To anyone who has reviewed and studied the evidence, this ‘gusher-gate’ of documents seems to give fuel to the already out of control MSM fire, not only to push the lie that is, the ‘war on terror’. But now the spin is focused on targeting Pakistan and Iran (insert link here) in a clever soft false flag attack.

‘Simply drop the “Q” and replace it with an “N” ’, as I’ve heard others say.

The personal details of 100 million Facebook users have been collected and published online in a downloadable file, meaning they will now be unable to make their publicly available information private.

However, Facebook downplayed the issue, saying that no private data had been compromised.
The information was posted by Ron Bowes, an online security consultant, on the Internet site Pirate Bay.
Bowes used code to scan the 500 million Facebook profiles for information not hidden by privacy settings. The resulting file, which allows people to perform searches of various different types, has been downloaded by several thousand people.
This means that if any of those on the list decide to change their privacy settings on Facebook, Bowes and those who have the file will still be able to access information that was public when it was compiled.
Bowes’ actions also mean people who had set their privacy settings so their names did not appear in Facebook’s search system can now be found if they were friends with anyone whose name was searchable.
'Scary privacy issue'
On his website, www.skullsecurity.org, Bowes said the results of his code were "spectacular," giving him 171 million names of which were 100 million unique.

It’s No Secret: Afghanistan Is a Quagmire

The tens of thousands of classified military documents posted on the Internet Sunday confirm what critics of the war in Afghanistan already knew or suspected: We are wading deeper into a long-running, morally ambiguous conflict that has virtually no chance of ending well.
The Obama administration, our NATO allies and the Afghan government responded to the documents—made public by a gadfly organization known as Wikileaks—by saying they tell us nothing new.

Which is the problem.
We already had plenty of evidence that elements within Pakistan’s intelligence services were giving support and guidance to the Taliban insurgency inside Afghanistan, even though Pakistan is supposed to be our ally in the fight against the terrorists. The newly released documents don’t provide conclusive proof, but they do give a sense of how volu
minous the evidence is. “American soldiers on the ground are inundated with accounts of a network of Pakistani assets and collaborators,” according to The New York Times, one of three news organizations—along with The Guardian and Der Spiegel—with which Wikileaks shared the documents in advance.
We already knew that U.S. and other coalition forces were inflicting civilian casualties that had the effect of enraging local villagers and often driving them into the enemy camp. The documents merely reveal episodes that were previously unpublicized—an October 2008 incident in which French troops opened fire on a bus near Kabul and wounded eight children, for example, and a tragedy two months later when a U.S. squad riddled another bus with gunfire, killing four passengers and wounding 11 others.
We knew that U.S. and allied special forces units were authorized to assassinate senior Taliban or al-Qaida figures. The leaked documents sketch the activities of the secret “kill or capture” unit named Task Force 373—and in the process, according to The Guardian, “raise fundamental questions about the legality of the killings ... and also pragmatically about the impact of a tactic which is inherently likely to kill, injure and alienate the innocent bystanders whose support the coalition craves.”

The Guardian highlights a 2007 incident in which Task Force 373, operating in a valley near Jalalabad, set out to apprehend or kill a Taliban commander named Qarl Ur-Rahman. As the commandos neared the target, someone pointed a flashlight at them; they called for air support, and an AC-130 gunship strafed the area. Later, they discovered that they had killed seven Afghan National Police officers and wounded four others. A few days later, according to the documents, a Task Force 373 unit fired rockets into a village where they believed a foreign jihadist fighter from Libya was hiding. They killed six Taliban fighters—but also seven civilians, all of them children. One was alive when allied medics arrived. “The Med TM immediately cleared debris from the mouth and performed CPR,” the incident report states, but after 20 minutes the child died.
We knew that the Afghan government was spectacularly corrupt. The documents let us glimpse a bit of that corruption—how commonplace it is and how it destroys public trust.
The documents do tell us some things that we didn’t know—for example, that the Taliban apparently used a heat-seeking missile to shoot down a coalition helicopter in 2007, at a time when U.S. officials were pooh-poohing the threat to allied aircraft from insurgent forces. Underestimating the enemy is rarely a good idea.
And the “Afghan War Diary,” as Wikileaks calls the documents, brings into clear focus the Catch-22 absurdity of trying to wage counterinsurgency warfare in a nation with a 2,000-year tradition of implacable resistance to foreign invaders. As the White House was quick to point out, the documents cover the period before President Barack Obama ordered an escalation and a change of strategy. Gen. Stanley McChrystal, Obama’s chosen commander, tried his best to limit civilian casualties—but soldiers complained, with some justification, that they were not being allowed to fully engage and pursue the enemy. Gen. David Petraeus, put in charge after McChrystal’s dismissal, is under pressure from the ranks to relax the rules of engagement—which would surely lead to more civilians killed, and more grieving relatives transformed into Taliban sympathizers.
Overall, though, the most shocking thing about the “War Diary” may be that it fails to shock. The documents illustrate how futile—and tragically wasteful—it is to send more young men and women to fight and die in Afghanistan.
But we knew this, didn’t we?

The TV is now obsolete and worthless; you still must pay increasing property taxes and insurance on your homes and cars, even when your done paying the bank three times their value, all while they bought your years of servitude with nothing real or tangible.

Scottish scientists have made cancer tumours vanish within 10 days by sending DNA to seek and destroy the cells.

The system, developed at Strathclyde and Glasgow universities, is being hailed as a breakthrough because it appears to eradicate tumours without causing harmful side-effects. A leading medical journal has described the results so far as remarkable, while Cancer Research UK said they were encouraging.

Dr Christine Dufes, a lecturer at the Strathclyde Institute of Pharmacy and Biomedical Sciences and leader of the research, said: “The tumours were completely gone within 10 days. It is fantastic. When you talk about 10 days that is the time frame for curing a cold. Imagine if within 10 days you could completely make a tumour disappear.”

Researchers around the world are trying to find ways to use genes as a cancer treatment, but one problem is ensuring they attack the tumour without destroying healthy tissue.

In laboratory experiments the Strathclyde research team used a plasma protein called transferrin, which carries iron through the blood, to deliver the therapeutic DNA to the right spot. Once in situ the DNA produced a protein that attacked the tumour cells.

The findings have been published in the Journal of Controlled Release, with an accompanying comment from editor Professor Kinam Park, of Purdue University, Indiana, saying other attempts to target genes at cancer cells have “seldom shown complete disappearance of tumours”.

The research was initially supported with a grant from charity Tenovus Scotland, which supports the work of young scientists to help their ideas get off the ground.

Mart Stores Inc. plans to roll out sophisticated electronic ID tags to track individual pairs of jeans and underwear, the first step in a system that advocates say better controls inventory but some critics say raises privacy concerns.

Starting next month, the retailer will place removable “smart tags” on individual garments that can be read by a hand-held scanner. Wal-Mart workers will be able to quickly learn, for instance, which size of Wrangler jeans is missing, with the aim of ensuring shelves are optimally stocked and inventory tightly watched. If successful, the radio-frequency ID tags will be rolled out on other products at Wal-Mart’s more than 3,750 U.S. stores.

“This ability to wave the wand and have a sense of all the products that are on the floor or in the back room in seconds is something that we feel can really transform our business,” said Raul Vazquez, the executive in charge of Wal-Mart stores in the western U.S.

The objectivism of the scientific method seems to have been hijacked by corporations who often pay for scientists to support their products, as well as politicians who move through the revolving door between the private and public sector. Even worse is that sometimes the consumer protection agencies themselves are complicit.

Monsanto started as a chemical company that brought the world poisons like Agent Orange and Roundup.

The trust placed by consumers in scientific studies and Federal oversight committees has been violated in service to profit so that products are allowed to enter the marketplace with reduced safety standards. The synthetic chemicals we encounter on a daily basis in our food, water, and environment are increasingly shown to be disastrous to our physical and mental well-being. Volumes can be written — indeed have been written — by experts in both mainstream and alternative medicine who have documented the sleight of hand used to hoodwink consumers and threaten our health. The categories below are worth deeper investigation as prime examples of what we might face as a species if this chemical bombardment continues.

GMO foods – Monsanto started as a chemical company that brought the world poisons like Agent Orange and Roundup. Now they are more well known for their domination of Genetically Modified agriculture, owning nearly 90% of staple GMO crops such as corn, soy, and cotton. In independent studies GMO “frankenfood” has been linked to organ failure, and a recent Russian study has concluded near-total sterility in GMO-soy-fed hamsters by the third generation. Despite these and many other legitimate health concerns, it is unlikely that the Monsanto-controlled FDA will curb the growth of GMO foods, while the USDA’s biotechnology risk assessment research arm has a paltry $3 million at its disposal. Of course the industry-funded studies show that the effects GMO on human health are “negligible.”

Food additives – When most of us think of harmful food additives we think of Monosodium Glutamate (MSG) which is still in many processed foods, but unfortunately MSG appears to be the least of the poisons now found in our food. In 2008 Melamine was found in infant formula and some food products from China; the FDA went on record to say it was OK, despite sickening tens of thousands. Dangerous food additives appear in nearly all processed foods with even the most common food dyes Red 40, Yellow 5 and Yellow 6 being linked to cancer. Most recently 92,000 pounds of frozen chicken was recalled because it contained “blue plastic pieces,” while McDonald’s Chicken McNuggets have been found to have “silly putty” chemicals in them. In fact, some researchers estimate that today’s chicken is so full of chemicals that it only contains 51% actual meat.

Fluoride — Not all fluoride is bad; only the type promoted by dentistry and added to our water and food supply. Calcium fluoride is a naturally occurring mineral, while its synthetic counterpart, sodium fluoride (silicofluoride), is an industrial-grade hazardous waste material made during the production of fertilizer. It’s past history includes patented use as rat poison and insecticide. There are many blind- and double-blind studies that show sodium fluoride has a cumulative effect
on the human body leading to allergies, gastrointestinal disorders, bone weakening, cancer, and neurological problems. In this case, the EPA’s Union of scientists issued a white paper condemning fluoridation of drinking water. However, as a hazardous waste, it is extremely expensive to dispose of as such. And here might be a clue as to why this chemical, more toxic than lead and almost on par with arsenic, has been disposed of for our consumption.

Mercury — A dangerous heavy metal in its natural quicksilver form, but more so as the neurotoxin, methylmercury, released into the environment by human activity. In both organic and inorganic form, mercury wreaks havoc with the nervous system — especially the developing nervous system of a fetus. It penetrates all living cells of the human body, and has been documented most as increasing the risk for autism. This calls into question mercury’s use in dental fillings, vaccines, and just about anything containing high fructose corn syrup — a near staple in the American diet . . . including baby food. But the Corn Refiners Association naturally supports this chemical that is “dangerous at any level.”

Aspartame – The king of artificial sweeteners was allowed to the market in 1981 when the U.S. Commissioner of Food and Drugs, Arthur Hull Hayes, overruled FDA panel suggestions, as well as consumer concerns. Aspartame is a neurotoxin that interacts with natural organisms, as well as synthetic medications, producing a wide range of proven disorders and syndromes. So who installed this commissioner that would rule against scientists and the public? Donald Rumsfeld, CEO of G.D. Searle; the maker of Aspartame. Rumsfeld was on Reagan’s transition team, and the day after Reagan took office he appointed the new FDA Commissioner in order to “call in his markers” with one of the most egregious cases of profit-over-safety ever recorded. Aspartame is now nearly ubiquitous, moving beyond sugarless products and into general foods, beverages, pharmaceuticals, and even products for children. It recently has been renamed to the more pleasant sounding AminoSweet.

Personal care and cleaning products — Everyday household items and cosmetic products are applied directly to the skin, absorbed through the scalp, and inhaled. The Story of Cosmetics uses an animated video to tell a haunting tale of industrial violations and complicit “public safety” groups . . . and still only tells half of that story. The list of common products and their chemical components is encyclopedic. The sum total of the overwhelming presence of these chemicals has been linked to nearly every allergy, chronic affliction, and disease known to man. Most recently, household cleaning products have been linked to breast cancer and ADHD in children.

Airborne pollutants – In a NASA article titled “Airborne Pollutants Know No Borders” they stated that, “Any substance introduced into the atmosphere has the potential to circle the Earth.” The jet stream indeed connects all of us. There is one category of airborne pollution that has been conspiracy theory despite a voluminous number of unclassified documents from 1977 Senate hearings: chemical spraying (chemtrails) by both private and commercial aircraft. Recent admissions by public officials strengthen the case. Fallout from these chemical trails has been tested and shows very high levels of barium and aluminum. Interesting to note that Monsanto announced that they recently developed an aluminum-resistant gene to be introduced. The Tea Party movement is now almost completely unrecognizable from what it was a few short years ago. It came to prominence in 2008 when the Libertarian Party of Illinois planned to hold an April 15, 2009 anti-tax “Boston Tea Party” in Chicago. In February 2009, the idea grew after CNBC personality Rick Santelli, speaking from the floor of the Chicago stock exchange, criticized the Obama administration’s tax and economic policies and urged Americans become Tea Party activists.

In fact, the idea began as the Boston Tea Party in 2006. It was founded by a group of former Libertarian Party members who criticized the party for its “abdication of political responsibilities,” declaring that “Americans deserve and desperately need a pro-freedom party that forcefully advocates libertarian solutions to the issues of today.” The Boston Tea Party opposed statism at all levels. “The Boston Tea Party supports reducing the size scope and power of government at all levels and on all issues, and opposes increasing the size, scope and power of government at any level, for any purpose.”
How things have changed.

Republicans to steal the idea and claim it as their own. A few weeks after Rick Santelli made his comments, Ron Paul’s media coordinator Steve Gordon went on MSNBC’s Rachel Maddow show and complained about what he characterized as an attempt by Republicans to hijack the idea. Gordon specifically blamed former Republican House Speaker Newt Gingrich and Arkansas governor Mike Huckabee.

It didn’t take long for Republicans to embrace the idea. RNC Chairman Michael St
eele, Sarah Palin, and Rep. Michele Bachmann from Minnesota have suggested the Tea Party should be rolled into the Republican Borg hive.

Now there will be a national Tea Party convention in Nashville. It will be a parade of Republican statists with former Alaskan governor Sarah Palin leading the charge. “I look forward to meeting many Americans who share a commitment to limited government, common sense and personal responsibility. This movement is truly a grassroots, organic effort. It’s not a top-down organization,” Palin wrote for USA Today, “it’s a ground-up call to action that already has both political parties rethinking the way they do business.”
Ground-up?

Tea Party candidates for the 2010 mid-term elections “will be expected to support the Republican National Committee platform,” according to Fox News. “If a particular candidate meets the proposed Tea Party criteria he or she would be eligible for fundraising and grassroots Tea Party support.”
“Once elected to office, members would be required to join a Congressional Tea Party Caucus, attend regular meetings and be held accountable for the votes they cast. Those who stray from the Tea Party path would risk losing it’s support and a likely re-election challenge.”

In other words, business as usual. Under the rule of George W. Bush and the Republicans, “inflation-adjusted spending on the combined budgets of the 101 largest programs they vowed to eliminate in 1995 has grown by 27 percent, according to the libertarian Cato Institute. Eight years of a Republican president, six with a Republican-controlled Congress, resulted in bigger government, the biggest expansion of entitlements in 40 years and a $700 billion bailout of Wall Street that continues to grow,” writes Donny Ferguson of the Libertarian National Committee.

Maddow explains how the Republican subverted Tea Party movement is a blessing for statist progressives.

Bush and the Republicans also invaded two sovereign nations and killed more than a million Iraqis. Democrats by and large supported these war crimes. They also overwhelmingly supported the Republicans when they attacked the Constitution and the Bill of Rights (the so-called Patriot Act being only the most egregious example).

If the co-opted Tea Party embraces the Republican National Committee platform, it will finalize its mutation from a grassroots libertarian organization into an establishment statist tool pushing a national debt for the banksters, bloated government, taxation, perpetual war, and continued attacks on the Constitution and the Bill of Rights.

It should be obvious by now that the Republicans plan to run Sarah Palin against Obama in 2012. This will be a disaster for the Republicans because many Americans are not fooled by her sudden Tea Party plumage. Republicans are desperate to regain control of the White House and Congress and give us four or eight more years of Bush and his warmongering statist neocons. It is a shabby and absurdly transparent gimmick.
Real Tea Party activists and supporters need to reject Palin, Huckabee, Gingrich, and the Republicans out of hand. They should be vocal about their rejection. Otherwise we will end up with another ideologue and teleprompter reading cigar store Indian for the ruling elite.

They posted the high-res version of the altered photo earlier, and in fact, that version is still live via a link below the new photo. Why not post the high-res version of the new "original" photo? Afraid someone is going to enlarge it and find out it's fake too?

UPDATE 10:37PM Eastern: The Washington Post has the story now. Oddly, BP is now claiming that the photo is real - but it showed blank screens, and rather than show blank screens at AP's crisis center, they instead put fake content-filled screens in the photo. Uh, a few questions.

1) Why were the screens in the crisis center blank in the middle of the crisis? Coffee break?
2) The BP spokesman claims that the photographer photoshopped the changes. Really? A professional photographer hired by BP Photoshops so poorly that a 12 year old kid could do a better job. Really? Let me show you what BP said exactly, and then the photo that supposedly this "professional" edited:

Scott Dean, a spokesman for BP, said that there was nothing sinister in the photo alteration and provided the original unaltered version. He said that a photographer working for the company had inserted the three images in spots where the video screens were blank.

Now here is the Photoshop job that the "professional" photographer did - this is just one part of the photo that he screwed up:

Anyone who has ever used Photoshop knows that this is an incredibly amateur job. I can do far better than this, and I tend to play with Photoshop for fun. We're to believe that a professional photographer did this poor a job, for pay, for a huge corporate client? Really? No one would hire this photographer again if this is true. Oh, and the photographer added the fake screens to the photo, what, without BP's permission? That's what they're implying, "the photographer did it."

3) Why does the meta data show that the photo was actually taken on March 6, 2001? Or is BP next going to tell us that their professional photographer has never set the time and date stamp on his multi-thousand dollar camera? Because then all of his photos for all of his clients will be screwed up. Really?

UPDATE: The photo contains data suggesting it was taken in 2001, not July of 2010 as claimed on BP's Web site. That would suggest, at least one possibility is, that BP took an old photo and Photoshopped new pictures of the oil spill over it, to make it look "new." More on this at the end of the post.

I guess if you're doing fake crisis response, you might as well fake a photo of the crisis response center. Why do they need a fake photo at all? Don't they have a real crisis response center they could have used?

A former senior advisor to President Bill Clinton says that the only thing which can rescue Barack Obama’s increasingly tenuous grip on power as his approval figures continue to plunge is a terror attack on the scale of Oklahoma City or 9/11, another startling reminder that such events only ever serve to benefit those in authority.

Buried in a Financial Times article about Obama’s “growing credibility crisis” and fears on behalf of

Democrats that they could lose not only the White House but also the Senate to Republicans, Robert Shapiro makes it clear that Obama is relying on an October surprise in the form of a terror attack to rescue his presidency.

“The bottom line here is that Americans don’t believe in President Obama’s leadership,” said Shapiro, adding, “He has to find some way between now and November of demonstrating that he is a leader who can command confidence and, short of a 9/11 event or an Oklahoma City bombing, I can’t think of how he could do that.”

Shapiro’s veiled warning should not be dismissed lightly. He was undersecretary of commerce for economic affairs dung Clinton’s tenure in the Oval Office and also acted as princi
pal economic adviser to Clinton in his 1991-1992 campaign. Shapiro is now Director of the Globalization Initiative of NDN and also Chair of the Climate Task Force. He is a prominent globalist who has attended numerous Bilderberg Group meetings over the past decade.

Shapiro is clearly communicating the necessity for a terror attack to be launched in order to give Obama the opportunity to unite the country around his agenda in the name of fighting terrorists, just as President Bush did in the aftermath of 9/11 when his approval ratings shot up from around 50% to well above 80%.
Similarly, Bill Clinton was able to extinguish an anti-incumbent rebellion which was brewing in the mid 1990’s by exploiting the OKC bombing to demonize his political enemies as right-wng extremists.As Jack Cashill points out, Clinton “descended on Oklahoma City with an approval rating in the low 40s and left town with a rating well above 50 and the Republican revolution buried in the rubble.”
Anti-incumbent fever is dominating the political climate once again, with establishment Democrats facing serious challenges from Tea Party candidates, people like Senate Democratic majority leader Harry Reid, who has a battle on his hands against Sharron Angle, a candidate the establishment media has attempted to demonize as a far-right extremist because she supports populist measures like removing sodium fluoride from water supplies and supports the Oath Keepers group, an organization centered around upholding states’ rights and the U.S. Constitution.
Only by exploiting a domestic terror attack which can be blamed on right-wing radicals can Obama hope to reverse the tide of anti-incumbency candidates that threaten to drastically dilute the power monopoly of establishment candidates from both major political parties in Washington.

As we highlighted yesterday, Shapiro is by no means the first to point out that terror attacks on U.S. soil and indeed anywhere in the world serve only to benefit those in positions of power.
CNN host Rick Sanchez admitted on his show this week that the deadly bombings in Uganda which killed 74 people were “helpful” to the military-industrial complex agenda to expand the war on terror into Africa.
During the latter years of the Bush presidency, Secretary of Defense Donald Rumsfeld mused with Pentagon top brass that shrinking Capitol Hill support for expanding the war on terror could be corrected with the aid of another terror attack.

Lt.-Col. Doug Delaney, chair of the war studies program at the Royal Military College in Kingston, Ontario, told the Toronto Star in July 2007 that “The key to bolstering Western resolve is another terrorist attack like 9/11 or the London transit bombings of two years ago.”
The same sentiment was also explicitly expressed in a 2005 GOP memo, which yearned for new attacks that would “validate” the President’s war on terror and “restore his image as a leader of the American people.”

In June 2007, the chairman of the Arkansas Republican Party Dennis Milligan said that there needed to be more attacks on American soil for President Bush to regain popular approval.

Given the fact that a terror attack on U.S. soil will only serve to rescue Barack Obama’s failing presidency, and will do absolutely nothing to further the aims of any so-called “right wing extremists” the attack is blamed on, who should we suspect as the masterminds behind any such acts of terror? Surely not Rahm Emanuel,
Obama’s chief string puller, the son of an Israeli terrorist who helped bomb hotels and marketplaces, and the man who once said, “You never want a serious crisis to go to waste….an opportunity to do things that you think you could not do before.”

Undoubtedly, the first people we should suspect as culprits in the event of a domestic terror attack in the
United States are the individuals Obama fronts for, globalists who are desperate to neutralize the growing success of grass-roots movements who have ridden a wave of rising resentment against big government as a means of obtaining real political power.

Hydro One, the power company for Canada's most populous province of Ontario, said the blackout hit at 4:42 pm local time (2042 GMT), affecting the city's subway, several commuter trains and traffic lights at the height of the evening rush hour.

Up to 250,000 people in the city center were also without electricity -- an estimated 900 megawatts in total lost from the grid -- amid an extreme heat alert, Daniele Gauvin, spokeswoman for provincial utility, told
AFP.

Temperatures in the city reached 34 degrees Celsius (93 Fahrenheit).
Public broadcaster CBC said firefighters were kept busy rescuing people trapped in elevators while policemen directed traffic.

The queen, at the end of a nine-day trip to Canada with her husband, Prince Philip, was to attend a state dinner hosted by Prime Minister Stephen Harper at the Royal York Hotel in downtown Toronto, but the hotel was without power leading up to the event.

The dinner was delayed by one hour, but went on.

Torontonians last experienced a major blackout in 2003, on a similarly seasonally hot day in mid-August.
That massive power outage affected 55 million people in Ontario plus much of the northeastern and midwestern United States, in the worst widespread power failure in North America.
In the Ontario region, telephone networks remained mostly operational but were overloaded, water systems lost pressure in several cities, and the Toronto stock exchange was closed.
It lasted several days before power was fully restored.

THE G-20 TORONTO SUMMIT
DECLARATION
June 26 – 27, 2010
Preamble

1. In Toronto, we held our first Summit of the G-20 in its new capacity as the premier forum
for our international economic cooperation.

2. Building on our achievements in addressing the global economic crisis, we have agreed on
the next steps we should take to ensure a full return to growth with quality jobs, to reform
and strengthen financial systems, and to create strong, sustainable and balanced global
growth.

3. Our efforts to date have borne good results. Unprecedented and globally coordinated fiscal
and monetary stimulus is playing a major role in helping to restore private demand and
lending. We are taking strong steps toward increasing the stability and strength of our
financial systems. Significantly increased resources for international financial institutions
are helping stabilise and address the impact of the crisis on the world’s most vulnerable.
Ongoing governance and management reforms, which must be completed, will also enhance
the effectiveness and relevance of these institutions. We have successfully maintained our
strong commitment to resist protectionism.

4. But serious challenges remain. While growth is returning, the recovery is uneven and
fragile, unemployment in many countries remains at unacceptable levels, and the social
impact of the crisis is still widely felt. Strengthening the recovery is key. To sustain
recovery, we need to follow through on delivering existing stimulus plans, while working to

create the conditions for robust private demand. At the same time, recent events highlight
the importance of sustainable public finances and the need for our countries to put in place
credible, properly phased and growth-friendly plans to deliver fiscal sustainability,
differentiated for and tailored to national circumstances. Those countries with serious fiscal
challenges need to accelerate the pace of consolidation. This should be combined with
efforts to rebalance global demand to help ensure global growth continues on a sustainable
path. Further progress is also required on financial repair and reform to increase the
transparency and strengthen the balance sheets of our financial institutions, and support
credit availability and rapid growth, including in the real economy. We took new steps to
build a better regulated and more resilient financial system that serves the needs of our
citizens. There is also a pressing need to complete the reforms of the international financial
institutions.
5. Recognizing the importance of achieving strong job growth and providing social protection
to our citizens, particularly our most vulnerable, we welcome the recommendations of our

Labour and Employment Ministers, who met in April 2010, and the training strategy
prepared by the International Labour Organization (ILO) in collaboration with the
Organisation for Economic Co-operation and Development (OECD).
6. We are determined to be accountable for the commitments we have made, and have
instructed our Ministers and officials to take all necessary steps to implement them fully
within agreed timelines.
The Framework for Strong, Sustainable and Balanced Growth
7. The G-20’s highest priority is to safeguard and strengthen the recovery and lay the
foundation for strong, sustainable and balanced growth, and strengthen our financial systems
against risks. We therefore welcome the actions taken and commitments made by a number
of G-20 countries to boost demand and rebalance growth, strengthen our public finances,
and make our financial systems stronger and more transparent. These measures represent
substantial contributions to our collective well-being and build on previous actions. We will
continue to co-operate and undertake appropriate actions to bolster economic growth and
foster a strong and lasting recovery.
8. The Framework for Strong, Sustainable and Balanced Growth that we launched in
Pittsburgh is the means to achieving our shared objectives, by assessing the collective
consistency of policy actions and strengthening policy frameworks.
9. We have completed the first stage of our Mutual Assessment Process and we concluded that
we can do much better. The IMF and World Bank estimate that if we choose a more
ambitious path of reforms, over the medium term:
· global output would be higher by almost $4 trillion;
· tens of millions more jobs would be created;
· even more people would be lifted out of poverty; and
· global imbalances would be significantly reduced.
Increasing global growth on a sustainable basis is the most important step we can take in
improving the lives of all of our citizens, including those in the poorest countries.
10. We are committed to taking concerted actions to sustain the recovery, create jobs and to
achieve stronger, more sustainable and more balanced growth. These will be differentiated
and tailored to national circumstances. We agreed today on:
· Following through on fiscal stimulus and communicating “growth friendly” fiscal
consolidation plans in advanced countries that will be implemented going forward.
Sound fiscal finances are essential to sustain recovery, provide flexibility to respond
to new shocks, ensure the capacity to meet the challenges of aging populations, and
avoid leaving future generations with a legacy of deficits and debt. The path of
adjustment must be carefully calibrated to sustain the recovery in private demand.

There is a risk that synchronized fiscal adjustment across several major economies
could adversely impact the recovery. There is also a risk that the failure to implement
consolidation where necessary would undermine confidence and hamper growth.
Reflecting this balance, advanced economies have committed to fiscal plans that will
at least halve deficits by 2013 and stabilize or reduce government debt-to-GDP ratios
by 2016. Recognizing the circumstances of Japan, we welcome the Japanese
government’s fiscal consolidation plan announced recently with their growth strategy.
Those with serious fiscal challenges need to accelerate the pace of consolidation.
Fiscal consolidation plans will be credible, clearly communicated, differentiated to
national circumstances, and focused on measures to foster economic growth.
· Strengthening social safety nets, enhancing corporate governance reform, financial
market development, infrastructure spending, and greater exchange rate flexibility in
some emerging markets;
· Pursuing structural reforms across the entire G-20 membership to increase and sustain
our growth prospects; and
· Making more progress on rebalancing global demand.
Monetary policy will continue to be appropriate to achieve price stability and thereby
contribute to the recovery.
11. Advanced deficit countries should take actions to boost national savings while maintaining
open markets and enhancing export competitiveness.
12. Surplus economies will undertake reforms to reduce their reliance on external demand and
focus more on domestic sources of growth.
13. We are committed to narrowing the development gap and that we must consider the impact
of our policy actions on low-income countries. We will continue to support development
financing, including through new approaches that encourage development financing from
both public and private sources.
14. We recognize that these measures will need to be implemented at the national level and will
need to be tailored to individual country circumstances. To facilitate this process, we have
agreed that the second stage of our country-led and consultative mutual assessment will be
conducted at the country and European level and that we will each identify additional
measures, as necessary, that we will take toward achieving strong, sustainable, and balanced
growth.
Financial Sector Reform
15. We are building a more resilient financial system that serves the needs of our economies,
reduces moral hazard, limits the build up of systemic risk, and supports strong and stable
economic growth. We have strengthened the global financial system by fortifying

prudential oversight, improving risk management, promoting transparency, and reinforcing
international cooperation. A great deal has been accomplished. We welcome the full
implementation of the European Stabilization Mechanism and Facility, the EU decision to
publicly release the results of ongoing tests on European banks, and the recent US financial
reform bill.
16. But more work is required. Accordingly, we pledge to act together to achieve the
commitments to reform the financial sector made at the Washington, London and Pittsburgh
Summits by the agreed or accelerated timeframes. The transition to new standards will take
into account the cumulative macroeconomic impact of the reforms in advanced and emerging
economies. We are committed to international assessment and peer review to ensure that all
our decisions are fully implemented.
17. Our reform agenda rests on four pillars.
18. The first pillar is a strong regulatory framework. We took stock of the progress of the Basel
Committee on Banking Supervision (BCBS) towards a new global regime for bank capital
and liquidity and we welcome and support its work. Substantial progress has been made on
reforms that will materially raise levels of resilience of our banking systems. The amount of
capital will be significantly higher and the quality of capital will be significantly improved
when the new reforms are fully implemented. This will enable banks to withstand – without
extraordinary government support – stresses of a magnitude associated with the recent
financial crisis. We support reaching agreement at the time of the Seoul Summit on the new
capital framework. We agreed that all members will adopt the new standards and these will
be phased in over a timeframe that is consistent with sustained recovery and limits market
disruption, with the aim of implementation by end-2012, and a transition horizon informed
by the macroeconomic impact assessment of the Financial Stability Board (FSB) and BCBS.
Phase-in arrangements will reflect different national starting points and circumstances, with
initial variance around the new standards narrowing over time as countries converge to the
new global standard.
19. We agreed to strengthen financial market infrastructure by accelerating the implementation
of strong measures to improve transparency and regulatory oversight of hedge funds, credit
rating agencies and over-the-counter derivatives in an internationally consistent and nondiscriminatory
way. We re-emphasized the importance of achieving a single set of high
quality improved global accounting standards and the implementation of the FSB’s
standards for sound compensation.
20. The second pillar is effective supervision. We agreed that new, stronger rules must be
complemented with more effective oversight and supervision. We tasked the FSB, in
consultation with the IMF, to report to our Finance Ministers and Central Bank Governors in
October 2010 on recommendations to strengthen oversight and supervision, specifically

relating to the mandate, capacity and resourcing of supervisors and specific powers which
should be adopted to proactively identify and address risks, including early intervention.
21. The third pillar is resolution and addressing systemic institutions. We are committed to
design and implement a system where we have the powers and tools to restructure or resolve
all types of financial institutions in crisis, without taxpayers ultimately bearing the burden,
and adopted principles that will guide implementation. We called upon the FSB to consider
and develop concrete policy recommendations to effectively address problems associated
with, and resolve, systemically important financial institutions by the Seoul Summit. To
reduce moral hazard risks, there is a need to have a policy framework including effective
resolution tools, strengthened prudential and supervisory requirements, and core financial
market infrastructures. We agreed the financial sector should make a fair and substantial
contribution towards paying for any burdens associated with government interventions,
where they occur, to repair the financial system or fund resolution, and reduce risks from the
financial system. We recognized that there are a range of policy approaches to this end.
Some countries are pursuing a financial levy. Other countries are pursuing different
approaches.
22. The fourth pillar is transparent international assessment and peer review. We have
strengthened our commitment to the IMF/World Bank Financial Sector Assessment
Program (FSAP) and pledge to support robust and transparent peer review through the FSB.
We are addressing non-cooperative jurisdictions based on comprehensive, consistent, and
transparent assessment with respect to tax havens, the fight against money laundering and
terrorist financing and the adherence to prudential standards.
International Financial Institutions and Development
23. The International Financial Institutions (IFIs) have been a central part of the global response
to the financial and economic crisis, mobilizing critical financing, including $750 billion by
the IMF and $235 billion by the Multilateral Development Banks (MDBs). This has
underscored the value of these institutions as platforms for our global cooperation.
24. We commit to strengthening the legitimacy, credibility and effectiveness of the IFIs to make
them even stronger partners for us in the future.
25. Towards this end, we have fulfilled our Pittsburgh Summit commitment on the MDBs. This
includes $350 billion in capital increases for the MDBs, allowing them to nearly double
their lending. This new capital is joined to ongoing and important reforms to make these
institutions more transparent, accountable and effective, and to strengthen their focus on
lifting the lives of the poor, underwriting growth, and addressing climate change and food
security.

26. We will fulfill our commitment to ensure an ambitious replenishment for the concessional
lending facilities of the MDBs, especially the International Development Association and
the African Development Fund.
27. We have endorsed the important voice reforms agreed by shareholders at the World Bank,
which will increase the voting power of developing and transition countries by 4.59% since
2008.
28. We underscore our resolve to ensure ratification of the 2008 IMF Quota and Voice Reforms
and expansion of the New Arrangements to Borrow (NAB).
29. We called for an acceleration of the substantial work still needed for the IMF to complete
the quota reform by the Seoul Summit and in parallel deliver on other governance reforms,
in line with commitments made in Pittsburgh.
30. Today we build on our earlier commitment to open, transparent and merit-based selection
processes for the heads and senior leadership of all the IFIs. We will strengthen the selection
processes in the lead up to the Seoul Summit in the context of broader reform.
31. We agreed to task our Finance Ministers and Central Bank Governors to prepare policy
options to strengthen global financial safety nets for our consideration at the Seoul Summit.
Our goal is to build a more stable and resilient international monetary system.
32. We stand united with the people of Haiti and are providing much-needed reconstruction
assistance, including the full cancellation of all of Haiti’s IFI debt. We welcome the
launching of the Haiti Reconstruction Fund.
33. We have launched the SME Finance Challenge and commit to mobilizing funding for
implementation of winning proposals, including through the strong support of the MDBs.
We have developed a set of principles for innovative financial inclusion.
34. We welcome the launch of the Global Agriculture and Food Security Program in fulfillment
of our Pittsburgh commitment on food security, an important step to further implement the
Global Partnership for Agriculture and Food Security, and invite further contributions.
Looking ahead, we commit to exploring innovative, results-based mechanisms to harness
the private sector for agricultural innovation. We call for the full implementation of the
L’Aquila Initiative and the application of its principles.

Fighting Protectionism and Promoting Trade and Investment
35. While the global economic crisis led to the sharpest decline of trade in more than seventy
years, G-20 countries chose to keep markets open to the opportunities that trade and
investment offer. It was the right choice.
36. As such, we renew for a further three years, until the end of 2013, our commitment to
refrain from raising barriers or imposing new barriers to investment or trade in goods and
services, imposing new export restrictions or implementing World Trade Organization
(WTO)-inconsistent measures to stimulate exports, and commit to rectify such measures as
they arise. We will minimize any negative impact on trade and investment of our domestic
policy actions, including fiscal policy and action to support the financial sector. We ask the
WTO, OECD and UNCTAD to continue to monitor the situation within their respective
mandates, reporting publicly on these commitments on a quarterly basis.
37. Open markets play a pivotal role in supporting growth and job creation, and in achieving our
goals under the G-20 Framework for Strong, Sustainable and Balanced Growth. We ask the
OECD, the ILO, World Bank, and the WTO to report on the benefits of trade liberalization
for employment and growth at the Seoul Summit.
38. We therefore reiterate our support for bringing the WTO Doha Development Round to a
balanced and ambitious conclusion as soon as possible, consistent with its mandate and
based on the progress already made. We direct our representatives, using all negotiating
avenues, to pursue this objective, and to report on progress at our next meeting in Seoul,
where we will discuss the status of the negotiations and the way forward.
39. We commit to maintain momentum for Aid for Trade. We also ask international agencies,
including the World Bank and other Multilateral Development Banks to step up their
capacity and support trade facilitation which will boost world trade.
Other Issues and Forward Agenda
40. We agree that corruption threatens the integrity of markets, undermines fair competition,
distorts resource allocation, destroys public trust and undermines the rule of law. We call
for the ratification and full implementation by all G-20 members of the United Nations
Convention against Corruption (UNCAC) and encourage others to do the same. We will
fully implement the reviews in accordance with the provisions of UNCAC. Building on the
progress made since Pittsburgh to address corruption, we agree to establish a Working
Group to make comprehensive recommendations for consideration by Leaders in Korea on
how the G-20 could continue to make practical and valuable contributions to international
efforts to combat corruption and lead by example, in key areas that include, but are not
limited to, adopting and enforcing strong and effective anti-bribery rules, fighting corruption

in the public and private sectors, preventing access of corrupt persons to global financial
systems, cooperation in visa denial, extradition and asset recovery, and protecting
whistleblowers who stand-up against corruption.
41. We reiterate our commitment to a green recovery and to sustainable global growth. Those of
us who have associated with the Copenhagen Accord reaffirm our support for it and its
implementation and call on others to associate with it. We are committed to engage in
negotiations under the UNFCCC on the basis of its objective provisions and principles
including common but differentiated responsibilities and respective capabilities and are
determined to ensure a successful outcome through an inclusive process at the Cancun
Conferences. We thank Mexico for undertaking to host the sixteenth Conference of the
Parties (COP 16) in Cancun from November 29 to December 20, 2010 and express our
appreciation for its efforts to facilitate negotiations. We look forward to the outcome of the
UN Secretary-General’s High-Level Advisory Group on Climate Change Financing which
is, inter alia, exploring innovative financing.
42. We note with appreciation the report on energy subsidies from the International Energy
Agency (IEA), Organization of the Petroleum Exporting Countries (OPEC), OECD and
World Bank. We welcome the work of Finance and Energy Ministers in delivering
implementation strategies and timeframes, based on national circumstances, for the
rationalization and phase out over the medium term of inefficient fossil fuel subsidies that
encourage wasteful consumption, taking into account vulnerable groups and their
development needs. We also encourage continued and full implementation of countryspecific
strategies and will continue to review progress towards this commitment at
upcoming summits.
43. Following the recent oil spill in the Gulf of Mexico we recognize the need to share best
practices to protect the marine environment, prevent accidents related to offshore
exploration and development, as well as transportation, and deal with their consequences.
44. We recognize that 2010 marks an important year for development issues. The September
2010 Millennium Development Goals (MDG) High Level Plenary will be a crucial
opportunity to reaffirm the global development agenda and global partnership, to agree on
actions for all to achieve the MDGs by 2015, and to reaffirm our respective commitments to
assist the poorest countries.
45. In this regard it is important to work with Least Developed Countries (LDCs) to make them
active participants in and beneficiaries of the global economic system. Accordingly we
thank Turkey for its decision to host the 4th United Nations Conference on the LDCs in June
2011.
46. We welcome the Global Pulse Initiative interim report and look forward to an update.

47. Narrowing the development gap and reducing poverty are integral to our broader objective
of achieving strong, sustainable and balanced growth and ensuring a more robust and
resilient global economy for all. In this regard, we agree to establish a Working Group on
Development and mandate it to elaborate, consistent with the G-20’s focus on measures to
promote economic growth and resilience, a development agenda and multi-year action plans
to be adopted at the Seoul Summit.
48. We will meet next in Seoul, Korea, on November 11-12, 2010. We will convene in
November 2011 under the Chairmanship of France and in 2012 under the Chairmanship of
Mexico.
49. We thank Canada for hosting the successful Toronto Summit.

ANNEX I
The Framework for Strong, Sustainable and Balanced Growth
1. As a result of the extraordinary and highly coordinated policy actions agreed to at the
Washington, London and Pittsburgh G-20 Summits, the global economy is recovering faster
than was expected. Our decisive and unprecedented actions over the past two years have
limited the downturn and spurred recovery.
2. Yet risks remain. Unemployment remains unacceptably high in many G-20 economies. The
recovery is uneven across G-20 members both across advanced economies and between
advanced and emerging economies. This poses risks to the continued economic expansion.
There is a risk that global current account imbalances will widen again, absent further policy
action. While considerable progress has been made in moving ahead on our financial sector
repair and reform agenda, financial markets remain fragile and credit flows restrained.
Concerns over large fiscal deficits and rising debt levels in some countries have also become
a source of uncertainty and financial market volatility.
3. The G-20’s highest priority is to safeguard and strengthen the recovery and lay the
foundation for strong, sustainable and balanced growth, including strengthening our
financial systems against risks. We therefore welcome the actions taken and commitments
made by a number of G-20 countries. Among more recent measures, we particularly
welcome the full implementation of the European Financial Stability Mechanism and
Facility; the EU decision to publicly release the results of ongoing tests on European banks;
and the recent announcements of fiscal consolidation plans and targets by a number of G-20
countries. These represent substantial contributions to our collective well-being and build on
our previous actions. We will continue to cooperate and undertake appropriate actions to
bolster economic growth and foster a strong and lasting recovery.
4. The Framework for Strong, Sustainable and Balanced Growth we launched in Pittsburgh is
the means to achieving our shared objectives. G-20 members have a responsibility to the
community of nations to assure the overall health of the global economy. We committed to
assess the collective consistency of our policy actions and to strengthen our policy
frameworks in order to meet our common objectives. Through our collective policy action,
we will ensure growth is sustained, more balanced, shared across all countries and regions
of the world, and consistent with our development goals.
5. We have completed the first stage of our Mutual Assessment Process. As we requested in
Pittsburgh, G-20 Finance Ministers and Central Bank Governors, with the support of the
IMF, World Bank, OECD, ILO and other international organisations, have assessed the
collective consistency of our individual policy frameworks and global prospects under
alternative policy scenarios.

6. The assessment is that in the absence of a coordinated policy response: global output is
likely to remain below its pre-crisis trend; unemployment remains above pre-crisis levels in
most countries; fiscal deficits and debt in some advanced economies reach unacceptably
high levels; and, global current account imbalances, which narrowed during the crisis, widen
again. Moreover, this outlook is subject to considerable downside risks.
7. We concluded that we can do much better. The IMF and World Bank estimate that if we
choose a more ambitious path of reforms, over the medium term, we could:
· raise global output by up to $4 trillion;
· create an estimated 52 million jobs;
· lift up to 90 million people out of poverty; and
· significantly reduce global current account balances.
If we act in a coordinated manner, all regions are better off, now and in the future.
Moreover, increasing global growth on a sustainable basis is the most important step we can
take in improving the lives of all, including those in the poorest countries.
8. We are committed to taking concerted actions to sustain the recovery, create jobs and to
achieve stronger, more sustainable and more balanced growth. These will be differentiated
and tailored to national circumstances. We agreed today on:

10. We have agreed on a set of principles to guide these fiscal consolidation plans by advanced
economies:
· Fiscal consolidation plans will be credible. They will be based on prudent
assumptions with respect to economic growth and our respective fiscal positions, and
they will identify specific measures to achieve a target path that ensures fiscal
sustainability. Strengthened budgetary frameworks and institutions can help underpin
the credibility of consolidation strategies.
· The time to communicate our medium-term fiscal plans is now. We will elaborate
clear and credible plans that put our fiscal finances on a sustainable footing. The
speed and timing of withdrawing fiscal stimulus and reducing deficits and debt will
be differentiated for and tailored to national circumstances, and the needs of the
global economy. However, it is clear that consolidation will need to begin in
advanced economies in 2011, and earlier for countries experiencing significant fiscal
challenges at present.
· Fiscal consolidation will focus on measures that will foster economic growth. We
will look at ways to use our fiscal resources more efficiently, to help reduce the
overall cost of our interventions while targeting resources to where they are most
needed. In addition, we will focus on structural reforms that will promote long-term
growth.
11. Advanced deficit countries should take actions to boost national savings while maintaining
open markets and enhancing export competitiveness.
12. Surplus economies will undertake reforms to reduce their reliance on the external demand
and focus more on domestic sources of growth. This will help strengthen their resilience to
external shocks and promote more stable growth. To do this, advanced surplus economies
will focus on structural reforms that support increased domestic demand. Emerging surplus
economies will undertake reforms tailored to country circumstances to:
· Strengthen social safety nets (such as public health care and pension plans),
corporate governance and financial market development to help reduce precautionary
savings and stimulate private spending;
· Increase infrastructure spending to help boost productive capacity and reduce supply
bottlenecks; and

· Enhance exchange rate flexibility to reflect underlying economic fundamentals.
Excess volatility and disorderly movements in exchange rates can have adverse
implications for economic and financial stability. Market-oriented exchange rates that
reflect underlying economic fundamentals contribute to global economic stability.
13. Across all G-20 members, we recognise that structural reforms can have a substantial impact
on economic growth and global welfare. We will implement measures that will enhance the
growth potential of our economies in a manner that pays particular attention to the most
vulnerable. Reforms could support the broadly-shared expansion of demand if wages grow
in line with productivity. It will be important to strike the right balance between policies that
support greater market competition and economic growth and policies that preserve social
safety nets consistent with national circumstances. Together these measures will also help
unlock demand. These include:
· Product, service and labour market reforms in advanced economies, particularly those
economies that may have lost some productive capacity during the crisis. Labour
market reforms might include: better targeted unemployment benefits and more
effective active labour market policies (such as job retraining, job search and skills
development programs, and raising labour mobility). It might also include putting in
place the right conditions for wage bargaining systems to support employment.
Product and service market reforms might include strengthening competition in the
service sector; reducing barriers to competition in network industries, professional
services and retail sectors, encouraging innovation and further reducing the barriers to
foreign competition.
· Reducing restrictions on labour mobility, enhancing foreign investment opportunities
and simplifying product market regulation in emerging market economies.
· Avoiding new protectionist measures.
· Completing the Doha Round to accelerate global growth through trade flows. Open
trade will yield significant benefits for all and can facilitate global rebalancing.
· Actions to accelerate financial repair and reform. Weaknesses in financial sector
regulation and supervision in advanced economies led to the recent crisis. We will
implement the G-20 financial reform agenda and ensure a stronger financial system
serves the needs of the real economy. While not at the centre of the crisis, financial
sectors in some emerging economies need to be developed further so that they can
provide the depth and breadth of services required to promote and sustain high rates
of economic growth and development. It is important that financial reforms in
advanced economies take into account any adverse effects on financial flows to
emerging and developing economies. Vigilance is also needed to ensure open capital
markets and avoid financial protectionism.
14. We welcome the recommendations of our Labour and Employment Ministers, who met in
April 2010, on the employment impacts of the global economic crisis. We reaffirm our

commitment to achieving strong job growth and providing social protection to our most
vulnerable citizens. An effective employment policy should place quality jobs at the heart
of the recovery. We appreciate the work done by the International Labour Organization in
collaboration with the OECD on a training strategy that will help equip the workforce with
the skills required for the jobs of today and those of tomorrow.
15. We are committed to narrowing the development gap and that we must consider the impact
of our policy actions on low-income countries. We will continue support development
financing, including through new approaches that encourage development financing from
both public and private sources. The crisis will have long lasting impact on the development
trajectories of poor countries in every region of the world. Among these effects, developing
countries are likely to face increased challenges in securing financing from both public and
private sources. Many of us have already taken steps to help address this shortfall by
implementing innovative approaches to financing, such as advance market commitments,
the SME challenge and recent progress with respect to financial inclusion. Low-income
countries have the potential to contribute to stronger and more balanced global growth, and
should be viewed as markets for investment.
16. These measures need to be implemented at the national level and tailored to individual
country circumstances. We welcome additional measures announced by some G-20
members aimed at meeting our shared objectives.
17. To facilitate this process, the second stage of our country-led, consultative mutual
assessment will be conducted at the country and European level. Each G-20 member will
identify the measures it is taking to implement the policies we have agreed upon today to
ensure stronger, more sustainable and balanced growth. We ask our Finance Ministers and
Central Bank Governors to elaborate on these measures and report on them when we next
meet. We will continue to draw on the expertise of the IMF, World Bank, OECD, ILO and
other international organisations, as necessary. These measures will form the basis of our
comprehensive action plan that will be announced in the Seoul Summit. As we pursue
strong, sustainable and more balanced growth, we continue to encourage work on
measurement methods to take into account social and environmental dimensions of
economic development.
18. The policy commitments we are making today, along with the significant policy measures
we have already taken, will allow us to reach our objective of strong, sustainable and
balanced growth, the benefits of which will be felt both within the G-20 and across the
globe.

ANNEX II
Financial Sector Reform
1. The financial crisis has imposed huge costs. This must not be allowed to happen again. The
recent financial volatility has strengthened our resolve to work together to complete
financial repair and reform. We need to build a more resilient financial system that serves
the needs of our economies, reduces moral hazard, limits the build-up of systemic risk and
supports strong and stable economic growth.
2. Collectively we have made considerable progress toward strengthening the global financial
system by fortifying prudential oversight, improving risk management, promoting
transparency and continuously reinforcing international cooperation. We welcome the
strong financial regulatory reform bill in the United States.
3. But there is more to be done. Further repair to the financial sector is critical to achieving
sustainable global economic recovery. More work is required to restore the soundness and
enhance the transparency of banks’ balance sheets and markets; and improve the corporate
governance and risk management of financial firms in order to strengthen the global
financial system and restore the credit needed to fuel sustainable economic growth. We
welcome the decision of EU leaders to publish the results of ongoing tests on European
banks to reassure markets of the resilience and transparency of the European banking
system.
4. We pledge to act together to achieve the commitments to reform the financial sector made at
the Washington, London and Pittsburgh Summits by the agreed or accelerated timeframes.
Transition horizons will take into account the cumulative macroeconomic impact of the
reforms in advanced and emerging economies
Capital and Liquidity
5. We agreed that the core of the financial sector reform agenda rests on improving the
strength of capital and liquidity and discouraging excessive leverage. We agreed to increase
the quality, quantity, and international consistency of capital, to strengthen liquidity
standards, to discourage excessive leverage and risk taking, and reduce procyclicality.
6. We took stock of the progress of the Basel Committee on Banking Supervision (BCBS)
towards a new global regime for bank capital and liquidity and we welcome and support its
work. Substantial progress has been made on reforms that will materially raise levels of
resilience of our banking systems.
· The amount of capital will be significantly higher when the new reforms are fully
implemented.

· The quality of capital will be significantly improved to reinforce banks’ ability to
absorb losses.
7. We support reaching agreement, at the time of the Seoul Summit, on a new capital
framework that would raise capital requirements by:
· establishing a new requirement that each bank hold in Tier 1 capital, at a minimum,
an increasing share of common equity, after deductions, measured as a percentage of
risk-weighted assets, that enables them to withstand with going concern fully-lossabsorbing
capital – without extraordinary government support – stresses of a
magnitude associated with the recent financial crisis.
· moving to a globally consistent and transparent set of conservative deductions
generally applied at the level of common equity, or its equivalent in the case of nonjoint
stock companies, over a suitable globally-consistent transition period.
8. Based on our agreement at the Pittsburgh Summit that Basel II will be adopted in all major
centers by 2011, we agreed that all members will adopt the new standards and these will be
phased in over a timeframe that is consistent with sustained recovery and limits market
disruption, with the aim of implementation by end-2012, and a transition horizon informed
by the macroeconomic impact assessment of the Financial Stability Board (FSB) and BCBS.
9. Phase-in arrangements will reflect different national starting points and circumstances, with
initial variance around the new standards narrowing over time as countries converge to the
new global standard. Existing public sector capital injections will be grandfathered for the
extent of the transition.
10. We reiterated support for the introduction of a leverage ratio as a supplementary measure to
the Basel II risk-based framework with a view to migrating to Pillar I treatment after an
appropriate transition period based on appropriate review and calibration. To ensure
comparability, the details of the leverage ratio will be harmonized internationally, fully
adjusting for differences in accounting.
11. We acknowledged the importance of the quantitative impact study currently being
conducted by the BCBS that measures the potential impact of the new Basel standards and
will ensure that the new capital and liquidity standards are of high quality and adequately
calibrated. The BCBS- FSB macroeconomic impact study will inform the development of
the phase-in period of the new standards.
12. We welcomed the BCBS agreement on a coordinated start date not later than 31 December
2011 for all elements of the revised trading book rules.
13. We support the BCBS’ work to consider the role of contingent capital in strengthening
market discipline and helping to bring about a financial system where the private sector

fully bears the losses on their investments. Consideration of contingent capital should be
included as part of the 2010 reform package.
14. We called upon the FSB and the BCBS to report on progress of the full package of reform
measures by the Seoul Summit. We recognize the critical role of the financial sector in
driving a robust economy. We are committed to design a financial system which is resilient,
stable and ensures the continued availability of credit.
More Intensive Supervision
15. We agreed that new, stronger rules must be complemented with more effective oversight
and supervision. We are committed to the Basel Committee’s Core Principles for Effective
Banking Supervision and tasked the FSB, in consultation with the International Monetary
Fund (IMF), to report to our Finance Ministers and Central Bank Governors in October
2010 on recommendations to strengthen oversight and supervision, specifically relating to
the mandate, capacity and resourcing of supervisors and specific powers which should be
adopted to proactively identify and address risks, including early intervention.
Resolution of Financial Institutions
16. We are following through on our commitment to reduce moral hazard in the financial
system. We are committed to design and implement a system where we have the powers
and tools to restructure or resolve all types of financial institutions in crisis, without
taxpayers ultimately bearing the burden. These powers should facilitate “going concern”
capital and liquidity restructuring as well as “gone concern” restructuring and wind-down
measures. We endorsed and have committed to implement our domestic resolution powers
and tools in a manner that preserves financial stability and are committed to implement the
ten key recommendations on cross-border bank resolution issued by the BCBS in March
2010. In this regard, we support changes to national resolution and insolvency processes and
laws where needed to provide the relevant national authorities with the capacity to cooperate
and coordinate resolution actions across borders.
17. We agree that resolution regimes should provide for:
· Proper allocation of losses to reduce moral hazard and protect taxpayers;
· Continuity of critical financial services, including uninterrupted service for insured
depositors;
· Credibility of the resolution regime in the market;
· Minimization of contagion;
· Advanced planning for orderly resolution and transfer of contractual relationships;
and,

· Effective cooperation and information exchange domestically and among
jurisdictions in the event of a failure of a cross-border institution.
Addressing Systemically Important Financial Institutions
18. We welcomed the FSB’s interim report on reducing the moral hazard risks posed by
systemically important financial institutions. We recognized that more must be done to
address these risks. Prudential requirements for such firms should be commensurate with the
cost of their failure. We called upon the FSB to consider and develop concrete policy
recommendations to effectively address problems associated with and resolve systemically
important financial institutions by the Seoul Summit. This should include more intensive
supervision along with consideration of financial instruments and mechanisms to encourage
market discipline, including contingent capital, bail-in options, surcharges, levies, structural
constraints, and methods to haircut unsecured creditors.
19. We welcomed the substantial progress that has been made regarding the development of
supervisory colleges and crisis management groups for the major complex financial
institutions identified by the FSB.
20. We continue to work together to develop robust agreed-upon institution-specific recovery
and rapid resolution plans for major cross-border institutions by the end of 2010. We further
committed to continue working on ensuring cooperation among jurisdictions in financial
institution resolution proceedings.
Financial Sector Responsibility
21. We agreed the financial sector should make a fair and substantial contribution towards
paying for any burdens associated with government interventions, where they occur, to
repair the financial system or fund resolution.
22. To that end, we recognized that there is a range of policy approaches. Some countries are
pursuing a financial levy. Other countries are pursuing different approaches. We agreed the
range of approaches would follow these principles:
· Protect taxpayers;
· Reduce risks from the financial system;
· Protect the flow of credit in good times and bad times;
· Take into account individual countries’ circumstances and options; and,
· Help promote a level playing field.
23. We thanked the IMF for its work in this area.

Financial Market Infrastructure and Scope of Regulation
24. We agreed on the need to strengthen financial market infrastructure in order to reduce
systemic risk, improve market efficiency, transparency and integrity. Global action is
important to minimize regulatory arbitrage, promote a level playing field, and foster the
widespread application of the principles of propriety, integrity, and transparency.
25. We pledged to work in a coordinated manner to accelerate the implementation of over-thecounter
(OTC) derivatives regulation and supervision and to increase transparency and
standardization. We reaffirm our commitment to trade all standardized OTC derivatives
contracts on exchanges or electronic trading platforms, where appropriate, and clear through
central counterparties (CCPs) by end-2012 at the latest. OTC derivative contracts should be
reported to trade repositories (TRs). We will work towards the establishment of CCPs and
TRs in line with global standards and ensure that national regulators and supervisors have
access to all relevant information. In addition we agreed to pursue policy measures with
respect to haircut-setting and margining practices for securities financing and OTC
derivatives transactions that will reduce procyclicality and enhance financial market
resilience. We recognized that much work has been done in this area. We will continue to
support further progress in implementing these measures.
26. We committed to accelerate the implementation of strong measures to improve transparency
and regulatory oversight of hedge funds, credit rating agencies and over-the-counter
derivatives in an internationally consistent and non-discriminatory way. We also committed
to improve the functioning and transparency of commodities markets. We call on credit
rating agencies to increase transparency and improve quality and avoid conflicts of interest,
and on national supervisors to continue to focus on these issues in conducting their
oversight.
27. We committed to reduce reliance on external ratings in rules and regulations. We
acknowledged the work underway at the BCBS to address adverse incentives arising from
the use of external ratings in the regulatory capital framework, and at the FSB to develop
general principles to reduce authorities’ and financial institutions’ reliance on external
ratings. We called on them to report to our Finance Ministers and Central Bank Governors
in October 2010.
28. We acknowledged the significant work of the International Organization of Securities
Commission (IOSCO) to facilitate the exchange of information amongst regulators and
supervisors, as well as IOSCO’s principles regarding the oversight of hedge funds aimed at
addressing related regulatory and systemic risks.
29. We called on the FSB to review national and regional implementation of prior G-20
commitments in these areas and promote global policy cohesion and to assess and report to

our Finance Ministers and Central Bank Governors in October 2010 if further work is
required.
Accounting Standards
30. We re-emphasized the importance we place on achieving a single set of high quality
improved global accounting standards. We urged the International Accounting Standards
Board and the Financial Accounting Standards Board to increase their efforts to complete
their convergence project by the end of 2011.
31. We encouraged the International Accounting Standards Board to further improve the
involvement of stakeholders, including outreach to emerging market economies, within the
framework of the independent accounting standard setting process.
Assessment and Peer Review
32. We pledged to support robust and transparent independent international assessment and peer
review of our financial systems through the IMF and World Bank’s Financial Sector
Assessment Program and the FSB peer review process. The mutual dependence and
integrated nature of our financial system requires that we all live up to our commitments.
Weak financial systems in some countries pose a threat to the stability of the international
financial system. International assessment and peer review are fundamental in making the
financial sector safer for all.
33. We reaffirmed the FSB’s principal role in the elaboration of international financial sector
supervisory and regulatory policies and standards, co-ordination across various standardsetting
bodies, and ensuring accountability for the reform agenda by conducting thematic
and country peer reviews and fostering a level playing field through coherent
implementation across sectors and jurisdictions. To that end, we encourage the FSB to look
at ways to strengthen its capacity to keep pace with growing demands.
34. We called upon the FSB to expand upon and formalize its outreach activities beyond the
membership of the G-20 to reflect the global nature of our financial system. We recognized
the prominent role of the FSB, along with other important organizations including, the IMF
and World Bank. These organizations, along with other international standard setters and
supervisory authorities, play a central role to the health and well-being of our financial
system.
35. We fully support the FSB’s thematic peer reviews as a means of fostering consistent crosscountry
implementation of financial and regulatory policies and to assess their effectiveness
in achieving their intended results. We welcomed the FSB’s first thematic peer review
report on compensation, which showed progress in the implementation of the FSB’s

standards for sound compensation, but full implementation is far from complete. We
encouraged all countries and financial institutions to fully implement the FSB principles and
standards by year-end. We call on the FSB to undertake ongoing monitoring in this area and
conduct a second thorough peer review in the second quarter of 2011. We also look forward
to the results of the FSB’s thematic review of risk disclosures.
36. We acknowledged the significant progress in the FSB’s country review program. These
reviews are an important complement to the IMF/World Bank Financial Sector Assessment
Program and provide a forum for peer learning and dialogue to address challenges. Three
reviews will be completed this year.
Other International Standards and Non-cooperative Jurisdictions
37. We agreed to consider measures and mechanisms to address non-cooperative jurisdictions
based on comprehensive, consistent and transparent assessment, and encourage adherence,
including by providing technical support, with the support of the international financial
institutions (IFIs).
38. We fully support the work of the Global Forum on Transparency and Exchange of
Information for Tax Purposes, and welcomed progress on their peer review process, and the
development of a multilateral mechanism for information exchange which will be open to
all interested countries. Since our meeting in London in April 2009, the number of signed
tax information agreements has increased by almost 500. We encourage the Global Forum
to report to Leaders by November 2011 on progress countries have made in addressing the
legal framework required to achieve an effective exchange of information. We also
welcome progress on the Stolen Asset Recovery Program, and support its efforts to monitor
progress to recover the proceeds of corruption. We stand ready to use countermeasures
against tax havens.
39. We fully support the work of the Financial Action Task Force (FATF) and FATF-Style
Regional Bodies in their fight against money laundering and terrorist financing and regular
updates of a public list on jurisdictions with strategic deficiencies. We also encourage the
FATF to continue monitoring and enhancing global compliance with the anti-money
laundering and counter-terrorism financing international standards.
40. We welcomed the implementation of the FSB’s evaluation process on the adherence to
prudential information exchange and international cooperation standards in all jurisdictions.

ANNEX III
Enhancing the Legitimacy, Credibility and Effectiveness of the IFIs and
Further Supporting the Needs of the Most Vulnerable
1. The global economic and financial crisis has demonstrated the value of the International
Financial Institutions (IFIs) as instruments for coordinating multilateral action. These
institutions were on the front-line in responding to the crisis, mobilizing $985 billion in
critical financing. In addition, the international community and the IFIs mobilized over $250
billion in trade finance.
2. The crisis also demonstrated the importance of delivering further reforms. As key platforms
for our cooperation, we are committed to strengthening the legitimacy, credibility and
effectiveness of the IFIs, to ensure that they are capable of helping us maintain global
financial and economic stability and supporting the growth and development of all their
members.
3. To enhance the legitimacy and effectiveness of the IFIs, we committed in London and
Pittsburgh to support new open, transparent and merit-based selection processes for the
heads and senior leadership of all International Financial Institutions. We will strengthen
these processes in the lead up to the Seoul Summit in the context of broader reform.
MDB Financing
4. Since the start of the global financial crisis, the MDBs have been playing an important role
in the global response by exceeding our London commitment, in providing $235 billion in
lending, more than half of which has come from the World Bank Group. At a time when
private sector sources of finance were diminished, this lending was critical to global
stabilization. Now more than ever, the MDBs are key development partners for many
countries.
5. We have fulfilled our commitment to ensure that the MDBs have appropriate resources
through capital increases for the major MDBs, including the Asian Development Bank
(AsDB), the African Development Bank (AfDB), the Inter-American Development Bank
(IADB), the European Bank for Reconstruction and Development (EBRD), the World Bank
Group, notably the International Bank for Reconstruction and Development (IBRD) and the
International Finance Corporation (IFC). As major shareholders at these institutions, we
have worked together with other members to increase their capital base by 85%, or
approximately $350 billion. Overall, their total lending to developing countries will grow
from $37 billion per year to $71 billion per year. This will improve their ability to address
the increasing demand in the short and medium terms and to have enough resources to

support their members. We support efforts to implement these agreements as quickly as
possible.

6. We recognize the acute development needs in Africa, the region the furthest behind on the
Millennium Development Goals. For this reason, the African Development Bank will be
capitalized for substantial growth, with a 200% increase in its capital and corresponding
tripling of its annual lending levels, to strengthen capacity to support the region’s long-term
growth and development.
7. To ensure that the IFC has the resources necessary for its continued growth, we will
consider a long-term hybrid instrument to shareholders and earnings retention, to
complement the recent selective capital increase linked to voice reforms.
8. In order to support low income countries, given their need to borrow at more concessional
terms, we will fulfill our commitment to ensure an ambitious replenishment for the
concessional lending facilities of the MDBs, especially the International Development
Association (IDA) and the African Development Fund, which are undergoing financial
replenishments this year. We welcome the fact that many G-20 members have taken
important steps to join as donors to these institutions. We reiterated our support for fairer
and wider burden sharing.
MDB Reforms
9. We have also fulfilled our commitment to ensure that these capital increases are joined to
ongoing and important institutional reforms to make the MDBs more effective, efficient and
accountable. These include:

· Commitments to further support the poorest countries in a financially prudent way,
including by transferring resources, where feasible, from MDB net income to their
respective lending facilities for low income countries and increasing their investment
activities in low income countries and frontier regions. This will ensure that the new
capital resources benefit both low income and middle income countries.
· Specific actions for greater transparency, stronger accountability, improved
institutional governance deeper country ownership, more decentralization and use of
country systems where appropriate, and enhanced procurement guidelines, new ways
of managing and tracking results and financial contributions, strengthen knowledge
management, ensuring the right human resources with appropriate diversity, better
implementing environmental and social safeguards, sound risk management, and
ensuring financial sustainability with pricing linked to expenses, and a commitment to
continue to reduce administrative expenses and make them more transparent.
· Deeper support for private sector development, including through more private sector
operations and investment, as a vital component of sustainable and inclusive
development.
· Recommitting to their core development mandates and taking up a greater role in the
provision of global solutions to transnational problems, such as climate change and
food security.
10. With these reform commitments, we are building not just bigger MDBs, but better MDBs,
with more strategic focus on lifting the lives of the poor, underwriting growth, promoting
security, and addressing the global challenges of climate change and food security.
Implementation of these reforms has already begun, and we will continue to ensure that this
work is completed and that further reforms are undertaken where necessary.
World Bank Group Voice Reforms
11. We welcomed the agreement on the World Bank’s voice reform to increase the voting
power of developing and transition countries by 3.13% consistent with the agreement at the
Pittsburgh Summit. When combined with the 1.46% increase agreed in the previous phase
of the reforms, this will provide a total shift of 4.59% to DTCs, bringing their overall voting
power to 47.19%. We committed to continue moving over time towards equitable voting
power, while protecting the smallest nations, by arriving at a dynamic formula which
primarily reflects countries’ evolving economic weight and the World Bank’s development
mission. We also endorsed voice reforms at the IFC which will provide a total shift of
6.07%, to bring DTC voting power to 39.48%.
Debt Relief for Haiti
12. We stand united with the people of Haiti as they struggle to recover from the devastation
wrought by the earthquake in January, and we join other donors in providing assistance in

this difficult time, including through the Haiti Reconstruction Fund set up by the World
Bank, the Inter-American Development Bank and the United Nations. To ensure that Haiti’s
recovery efforts can focus on its reconstruction action plan, rather than the debt obligations
of its past, our Finance Ministers agreed last April to support full cancellation of Haiti’s
debts to all IFIs, including through burden sharing of the associated costs, where necessary.
We are pleased that an agreement on a framework for cancelling such debt has been reached
at the IMF; the World Bank, the International Fund for Agriculture Development, and soon
at the Inter-American Development Bank. We will contribute our fair shares of the
associated costs as soon as possible. We will report on progress at the Seoul Summit.
IMF Reforms
13. We are committed to strengthening the legitimacy, credibility and effectiveness of the IMF
to ensure it succeeds in carrying out its mandate. Important actions have been taken by the
G-20 and the international community since the onset of the crisis, including the
mobilization of $750 billion to support IMF members’ needs for crisis financing. The IMF
raised $250 billion in new resources through immediate bilateral loans and note purchase
agreements, to be subsequently incorporated into a $500 billion expansion of the New
Arrangements to Borrow (NAB). The IMF also implemented a $250 billion new general
allocation of SDRs to bolster the foreign exchange reserves of all members. Along with
important surveillance and lending reforms, including a new early-warning exercise and the
creation of new precautionary instruments such as the Flexible Credit Line, these actions
have significantly increased the IMF’s crisis response capacity. However, important work
remains to be completed to fully reform the IMF.
14. We called for an acceleration of the substantial work still needed for the IMF to complete
the quota reform by the Seoul Summit and in parallel deliver on other governance reforms,
in line with commitments made in Pittsburgh. Modernizing the IMF’s governance is a core
element of our effort to improve the IMF’s credibility, legitimacy, and effectiveness. We
recognize that the IMF should remain a quota-based organization and that the distribution of
quotas should reflect the relative weights of its members in the world economy, which have
changed substantially in view of the strong growth in dynamic emerging market and
developing countries. To this end, we are committed to a shift in quota share to dynamic
emerging market and developing countries of at least five percent from over-represented to
under-represented countries using the current IMF quota formula as the basis to work from.
We are also committed to protecting the voting share of the poorest in the IMF. As part of
this process, we agree that a number of other critical issues will need to be addressed,
including: the size of any increase in IMF quotas, which will have a bearing on the ability to
facilitate change in quota shares; the size and composition of the Executive Board; ways of
enhancing the Board’s effectiveness; and the Fund Governors’ involvement in the strategic
oversight of the IMF. Staff diversity should be enhanced.

15. We underscored our resolve to ensure the IMF has the resources it needs so that it can play
its important role in the world economy. The majority of G-20 members have ratified the
2008 IMF Quota and Voice Reforms, fulfilling an important commitment made in London.
Those members who have yet to ratify commit to doing so by the Seoul Summit. This
action will not just enhance the legitimacy of the IMF by increasing the voice and
participation of developing countries, it will also provide the IMF with $30 billion in new
quota resources. We call on all IMF members to ratify the agreement this year.
16. A number of G-20 members have already formally accepted the recently agreed reforms to
the expanded NAB, which will provide a significant back-stop to IMF quota resources,
consolidating over $500 billion for IMF lending to countries in crisis. Other participating
G-20 members will complete the acceptance process by the next meeting of G-20 Finance
Ministers and Central Bank Governors. We call on all existing and new NAB participants
to do the same.
17. G-20 members committed to ensure that the IMF’s concessional financing for the poorest
countries be expanded by $6 billion through the proceeds from the agreed sale of IMF gold,
consistent with the IMF’s new income model, and the employment of internal and other
resources. We are delivering. Some G-20 members have supported this commitment with
additional loan and subsidy resources for the Poverty Reduction and Growth Trust (PRGT)
and some others plan to contribute in the coming months.
18. We acknowledged a need for national, regional and international efforts to deal with capital
flow volatility, financial fragility, and prevent crisis contagion. We task our Finance
Ministers and Central Bank Governors to prepare policy options, based on sound incentives,
to strengthen global financial safety nets for our consideration at the Seoul Summit. In line
with these efforts, we also call on the IMF to make rapid progress in reviewing its lending
instruments, with a view to further reforming them as appropriate. In parallel, IMF
surveillance should be enhanced to focus on systemic risks and vulnerabilities wherever
they may lie. Our goal is to build a more stable and resilient international monetary system.
Further Supporting the Needs of the Most Vulnerable
19. We have made significant progress in supporting the poorest countries during the crisis and
must continue to take measures to assist the most vulnerable and must ensure that the
poorest countries benefit from our efforts to restore global growth. We recognize the
urgency of this, and are committed to meeting the Millennium Development Goals by 2015
and will reinforce our efforts to this end, including through the use of Official Development
Assistance.

20. We have made concrete progress on our commitment to improving access to financial
services for the poor and to increasing financing available to small- and medium-sized
enterprises (SMEs) in developing countries.
21. Adequately financed small and medium-sized businesses are vital to job creation and a
growing economy, particularly in emerging economies. We have launched the SME
Finance Challenge aimed at finding the most promising models for public-private
partnerships that catalyze finance for SMEs. We are committed to mobilizing the funding
needed to implement winning proposals, including through the strong support of the MDBs.
We welcome the strong support of the MDBs for scalable and sustainable SME financing
proposals, including those from the Challenge in partnership with the private sector. We
look forward to announcing the winning proposals of the SME Finance Challenge and to
receiving recommendations to scale-up successful SME finance models at the Seoul
Summit.
22. We have developed a set of principles for innovative financial inclusion, which will form
the basis of a concrete and pragmatic action plan for improving access to financial services
amongst the poor. This action plan will be released at the Seoul Summit.
23. At the Pittsburgh Summit, we recognised the importance of sustained funding and targeted
investments to improve long-term food security in low income countries. We welcome the
launch of the Global Agriculture and Food Security Program (GAFSP), which will provide
predictable financing for low income countries to improve agricultural productivity, raise
rural incomes, and build sustainable agricultural systems. We are particularly pleased that
the fund has approved inaugural grants totalling $224 million for Bangladesh, Rwanda,
Haiti, Togo, and Sierra Leone. We also support the development of the private sector
window of the GAFSP, which will increase private sector investments to support small and
medium sized agri-businesses and farmers in poor countries. We welcome the support
already received, and encourage additional donor contributions to both the public and
private sector windows of the GAFSP.
24. There is still an urgency to accelerate research and development to close agricultural
productivity gaps, including through regional and South-South cooperation, amidst growing
demands and mounting environmental stresses, particularly in Africa. The private sector
will be critical in the development and deployment of innovative solutions that provide
concrete results on the ground. We commit to exploring the potential of innovative, resultsbased
mechanisms such as advance market commitments to harness the creativity and
resources of the private sector in achieving breakthrough innovations in food security and
agriculture development in poor countries. We will report on progress at the Seoul Summit.

HOUSTON, June 18 (Reuters) -

A pair of relief wells snaking their way beneath the Gulf of Mexico are energy giant BP Plc.'s (BP.L) (BP.N) last and best hope for choking off its blown-out Macondo well in the near-term.

But after drilling through more than 10,000 feet (3,050 metres) of rock layers a mile (1.6 km) beneath the ocean surface, BP engineers in coming weeks face the most challenging part of the drilling assignment: hitting a target that is the size of a large dinner plate with the drill bit.

The drill is tantalizingly close to the side of the ruptured well -- about 200 feet (61 metres) away -- but U.S. officials say they don't expect the relief wells to be completed before August even though drilling is ahead of schedule, BP and Coast Guard officials said.

"The next section of the hole is more challenging," Kent Wells, BP's senior vice president of exploration and production, told reporters on Friday.

Nansen Saleri, former head of reservoir management for Saudi Aramco, say BP's relief wells will eventually succeed in killing the well, which has spewed the equivalent of over eight times the oil spilled in the 1989 Exxon Valdez disaster.

"It's only a matter of time. They are going to get it under control and they are going to stop the flow completely," said Saleri, now chief executive of Quantum Reservoir Impact in Houston.

Once the relief wells tap into the stricken Macondo well and begin pumping heavy drilling fluid, or "mud," it
will be a matter of days before the flow will decrease substantially, and then stop, Saleri said.

At that point, BP can pump in cement to permanently cap the well from the bottom.
Relief wells are a proven industry standard to kill blowouts. Nine months after the Pemex-operated PEMX.UL Ixtoc well blew out in 1979, a pair of relief wells plugged the leak. That well spewed 3.2 million barrels of oil in the interim.

RISKS CITED
But relief wells are just as complex and difficult to drill as an original well, said John Smith, associate professor of petroleum engineering at Louisiana State University.

He said BP had complications with the Macondo well, which took longer to drill than expected.
BP's experience with the blown-out well gives the company an advantage over drilling into strata for the first time, but the paths of the relief wells need to be more precisely controlled, he said.
"There are risks as well," Smith said.

Sometimes a relief well misses its target on the first try. Last August an oil well in shallow waters off the coast of Australia blew out at the Mantara field operated by Thailand's PTT Exploration and Production PTTP.BK. The leak spewed for two months until a relief well came close enough to plug it -- on the fifth pass.

Ideally, the relief wells will connect with the blown-out well, the experts said. But it can still do the job if it gets close enough, said Jamal Azar, co-author of "Drilling Engineering" and professor emeritus at the University of Tulsa.

Companies keep detailed data pinpointing the location of wells drilled, so BP would know with near certainty where to aim the relief wells, he said.
BP tried to smother the leak last month with a "top kill," a similar approach that involved pumping thousands of barrels of drilling mud into the failed blowout preventer and down the well. But the mud could not overcome the flow from the top.

If the relief wells intersect the ruptured well at or close to the bottom, drilling mud can attack the leak at its core, Saleri said.
"When you're pumping from the top, you may not get to the bottom," Saleri said. "Here, you start at the bottom. At one point they will pump from the top as well, but first they need to degrade the flow capacity of the reservoir." (Reporting by Kristen Hays; Editing by Xavier Briand)

You know those kooks who go around not paying their taxes and saying there's no law to make them? Well, one of them just won.

Attorney Tom Cryer, who hasn't paid taxes in 10 years, thinks income tax "is a sham," and argued in court that the current tax laws don't apply to personal earnings, reports the Shreveport Times.

Cryer created a trust listing himself as the trustee, and received payments of dividends, interest and stock income to that trust, according to the indictment. He also was accused of concealing his receipt of the sources of income from the IRS by failing to file a tax return on behalf of that trust. "I determined that my personal earnings were not 100 percent profits, some were income," Cryer said.

While Cryer agrees he has income, the U.S. Attorney's office was apparently unable to prove that income equals taxable revenue.

The Federal Communications Commission on Thursday took its first formal step towards the adoption of new regulations for the broadband industry, setting the stage for what could become one of the most expensive lobbying campaigns to hit Capitol Hill by major telecommunications and cable providers.

In a 3-2 vote along party lines, Democrats at the FCC on Thursday agreed to begin formal consideration to adopt new rules for high- speed internet companies such as AT&T and Comcast, which have until now operated virtually free of the FCC’s oversight. Technically, the FCC’s majority passed a motion to “open for comment” new broadband rules, the first step to passing the rules.

The move represents a difficult political situation for the White House, which appears to be on a collision course with Democrats in Congress, many of whom support AT&T, Verizon and others and have voiced opposition to the FCC’s plan. It will also test the lobbying prowess of Google and other technology groups that strongly favour greater regulation of broadband companies but have less experience in Washington than the communications industry.
Julius Genachowski, FCC chairman, has said the media regulator would seek only limited enhancement to its regulatory powers. But the legal change Mr Genachowski is pursuing, which would change the classification of broadband providers from Title I information services to Title II telecommunications services, would legally give the FCC far greater authority to enforce rate changes and unbundling.
The FCC and, by extension, the Obama administration, faces a tough adversary which has many friends on Capitol Hill.
AT&T on Thursday slammed the FCC proposal, which it said created “investment uncertainty at a time when certainty is most needed” and could cost jobs. The company said it supported handing the issue to Congress, a prospect “far less risky to jobs and investment than the FCC’s current path”.
Senator Jay Rockefeller, the Democratic chairman of the Senate commerce committee, which oversees the FCC, said he supported the FCC, but added: “In the short term, this is the right course and the right thing to do. In the long term, I believe we need to develop consensus to update the law, further safeguard consumers, and spur universal broadband deployment.”

Less than a week before the G8 and G20 summits, Ottawa police say they have made arrests in the firebombing of a local Royal Bank of Canada branch in May.

Three Ottawa-area men were arrested during raids on Friday, police sources said. They have been linked to an “anti-establishment” group which has been operating for some time.

The names of the suspects are being officially withheld because they haven’t been charged, said Carole
Lavigne, manager of media relations for the Ottawa Police Service, early Friday evening.
But later, the Ottawa Citizen identified them as Mathew Morgan-Brown, a well-known activist in his 30s,
Claude Haridge, 50, of Stittsville, and Roger Clement, 58, a retired federal public servant. The report said they had been charged with offences ranging from arson to mischief to careless storage of ammunition.

Police said charges would be laid by Saturday morning, ahead of a 10 a.m. news conference where Police
Chief Vern White and officials from the RCMP and the Ontario Provincial Police will announce them and give other updates on the ongoing investigation.

Chief White said some may even face terrorism charges brought by the RCMP.
“I’m extremely pleased that we’ve made arrests, of course,” he said. “Although 900,000 people live here, it’s still a small town in many ways. I think this was a very good move for citizens.”
The blast, which occurred at 3:30 a.m. on May 18 in the RBC branch in the Glebe neighbourhood, was first reported as a suspicious fire.

But a day later, a video of the bank-front erupting into flames appeared on a local website, posted by an activist group calling itself FFFC-Ottawa.
The video of the firebombing, filmed from across the street, appeared with a statement of protest against RBC, which the group said was a strong sponsor of the 2010 Vancouver Olympics that had taken place on “stolen indigenous land.”

Police carried out an intense investigation. In late May, they seized a getaway car, a rented 2010 SUV equipped with a GPS device. In the past weeks, investigators continued to close in and remained confident that arrests were imminent, Chief White said.
The bank suffered about $500,000 in damage, he said, far more than originally reported. The branch is still closed.

Shortly after the incident, RBC gave police security-camera footage and has been participating in the investigation, said bank spokesperson Gillian McArdle.

“We took this incident very seriously and we worked very closely with the police to make sure those responsible are brought to justice,” she said.

Chief White said the surveillance video from the bank was a huge boost to the investigation. But even more helpful, he said, was the video posted by FFFC-Ottawa.

The chief said his priority is that the people of Ottawa feel safer now. As for the G8 and G20 meetings, he feels there is little to prevent the group from making good on its promise to appear there.
“What’s going to happen there will probably happen regardless of us making arrests,” he said.

Another fine example of what Congress thinks of the commoners. Rep. Bob Etheridge, a North Carolina Democrat, did not take kindly to citizens asking questions on a public street, so he decided to assault one of them.
Congress now votes on bills in secret and arrogantly defies the will of the people by shoving legislation such as Obamacare down their throats, so it stands to reason they will get angry when taxpayers ask them questions and challenge their authority.
Is it possible Etheridge is so out of touch with reality he had no idea the video below would end up on YouTube?

I've been curious about freemasonry for a while now, not sure why, it's like the 'I want what I can't have' situation... were told nothing about it, it's secret, it's got deep, deep history, and famous, influential people are members. I can't help but be curious.

one day my car was in the shop getting repairs done, I had no choice but to call over for a dealership shuttle to pick me up.

Before I know it an older, 80 yr old man pulls up. I get in and we start driving.

on the way over I noticed his ring and right away i thought it looked like a Freemason ring.

as i said I was curious, so i gathered up some courage and asked him about it.

"is that a freemason ring"
"it's a shriners ring"

He proceeded to tell me that first you had to be a freemason to be a shriner.

and that someone whos a freemason has to invite you in order to join.

I asked him what the criteria was for joining.

you know what he said?

"you have to believe in a devine leader of somesort in order to be member"

doesn't matter what it is? I thought.

my curiosity was peaked.

I knew that the masons had some 'occult' connections as I saw on discovery and history channel after researching a bit on this topic you can't help but run into this 'conspiracy' everywhere, some would say satanic tendencies.
